| China's economy is developing rapidly in recent years,but the increasingly serious environmental problems have seriously hindered its development.Based on China's national conditions,The Report of the 18th National Congress of the Communist Party of China puts forward a major strategy of "Ecological Civilization Construction".Under this background,following the development requirement of China's rural construction in the new era,beautiful countryside construction is the inevitable trend of harmonious development of agricultural production,life of farmers and rural environment,and the key to realize rural revitalization.As an advanced county in the beautiful countryside construction in Hunan province for three years,Changsha County is to solve the task of how to make use of its own advantages,open up a new model of modern beautiful countryside construction and realize the good interaction between ecological civilization and beautiful countryside construction.Combing the strategy of rural revitalization,the theory of ecological civilization and the theory of urban-rural integration,the thesis adopts the methods of literature review,field research and empirical research to do the research.Firstly,the thesis makes a holistic analysis of the status of beautiful countryside construction in Changsha County,and finds that it has the foundation and conditions for the beautiful countryside construction in terms of industrial foundation,transportation location,natural resources and cultural tourism resources.It takes corresponding measures to promote the beautiful countryside construction from five aspects simultaneously--"beautiful layout,beautiful industry,beautiful environment,beautiful life and beautiful fashion".Secondly,the thesis constructs the evaluation index system of beautiful countryside of Changsha County.According to the national standards and local standards of the existing evaluation system of beautiful countryside,the evaluation index system of 24 specific indexes in five categories is constructed,and the index weight and evaluation score are determined by analytic hierarchy process method.Thirdly,based on the original data obtained from field visits and surveys,the thesis conducts a comprehensive evaluation and analysis on the beautiful countryside construction results in Changsha county from 2014 to 2018,and finds that there are several problems existing,including its leading role in rural planning is inadequate,the industrial structure development is unbalanced,the ecological environment effective governance is not comprehensive,public infrastructure construction standard is low,and the talent management mechanism is not sound.Finally,the thesis puts forward specific optimization strategies for the beautiful countryside construction in Changsha County from the "Five Beautifuls" aspect.The research results show that the overall trend of beautiful countryside construction in Changsha County is positive,which is developing towards the goal of"Five Beautifuls" in an all-round and balanced way.It is suggested that Changsha county should not only play the strong force of the government,the farmers and the people from all walks of life in the beautiful countryside construction to transform the"Beautiful Appearance" to the "Beautiful Connotation" and promote rural joint development,shared governance and farmers' income increasing,but also pay attention to maintain the construction achievements and reconstruct after the construction is completed,to make sure that beautiful countryside construction is guaranteed,in order and in sustainable development.Only in this way can we win to build a well-off society in an all-round way,realize the Chinese dream of a great rejuvenation of the Chinese nation. |
