In the recent years,lots of staff management problem emerges in the tobacco companies,since tobacco industry has been in the monopoly operation and management model for a long time.Nowadays,staff management model of the tobacco industry is old-fashioned and can not fit the economy growing speed of our country.Thus problem like lag of the stuff income distribution system and irrationality of the human resource allocation have occurred.These cause many staff quit their jobs.So the staff loss has become the main problem to be solved by the tobacco industry.But due to the speciality of the tobacco industry and the complexity of the recruitment process.The tobacco companies can not hire the suitable stuffs through this process.What is worse,lots of staffs keep lossing.So the tobacco industry should strenghen the motivation and trainning and widen the promotion and development channel of the stuff.Fullly raise the stuffs working enthusiasm,technical innovation and control the stuff loss rate.As a member of the tobacco monopoly companies,XiaoGan tobacco monopoly company is also facing problems like stuff loss.So how to effectively adjust the management mechanism and strengthen the stuffs training and maintaining have become the problem to be solved by the XiaoGan tobacco monopoly company.In the first chapter,it introduces the background and meaning of the stuff loss of the tobacco industry.Then revi ewes and analyzes the related literature.In the second chapter,it introduces the basic concept of the stuff loss,Maslow's theory of needs and the psychological contract theory.In the third chapter,it introduces the basic situation of the XiaoGan tobacco monopoly company and analyzes the current status of the stuff loss.In the forth chapter,it analyzes the reasons of the company' stuff loss from three aspects of social economy,company and individual.In the fifth chapter,it introduces the experience of controlling stuff loss of for state-owned companies like China Construction Bank(Xiaogan),China Mobile(Xiaogan),and China Tobacco(Yichang)and China Tobacco(Yunnan).In the sixth chapter,it put forward the strategy of the XiaoGan tobacco monopoly company' solution to the stuff loss.In the seventh chapter,conclusion and expectation.
