D Petrochemical Company is a technology intensive enterprise,its sustainable and healthy development is inseparable from the continuous progress of enterprise technology.This paper tries to find an effective way to improve the scientific research management of the enterprise through the research on its scientific research management problems,so as to improve the scientific research management of the enterprise,ensure the effective development of its scientific research,and add strength to its technological progress.This paper focuses on 10 aspects of enterprise scientific research management,including R & D system structure management,scientific research department organization structure management,scientific research team construction management,scientific research cost management,scientific research process management,scientific research knowledge management,scientific research risk management,scientific research project management,scientific research incentive management,scientific research infrastructure management,applying related concepts and theories of enterprise scientific research management,D petrochemical company research management issues were studied.Through the way of field investigation,this paper summarizes the current situation of scientific research management in D Petrochemical Company,and on this basis,We evaluates the main work of scientific research management in D petrochemical company with the method of questionnaire survey.Based on the analysis of the results of the questionnaire survey,the main problems in the scientific research management of D Petrochemical Company are found out,such as insufficient incentive,low attention to scientific research,lack of construction of scientific research team,low professional level of scientific research managers,unreasonable organizational structure of scientific research departments,and lack of in-depth management of scientific research projects.Based on the analysis of the causes of the problems,this paper puts forward the specific improvement countermeasures from six aspects:strengthening the incentive role of scientific research by establishing a scientific research incentive system and performance appraisal system that are in line with the characteristics of scientific research,unblocking the development channels of scientific researchers,etc.;by formulating the strategic plan of scientific research development,continuously increasing the investment in scientific research and other measures to promote the priority development of scientificresearch business;to promote the construction of scientific research team by attaching great importance to the construction of scientific research team,carrying out the construction of key scientific research team,and doing a good job in the training of scientific research team leaders;to improve the professional level of scientific research managers by improving the employment structure of main scientific research managers and strengthening the training of scientific research management business;to optimize the department through flat reform measures of the organizational structure of the research department;strengthen the management of scientific research projects by doing a good job in the top-level design of scientific research projects,establishing scientific research evaluation means and strengthening the dynamic management of scientific research projects.The research results of this subject can be used for reference to improve the scientific research management.
