With the rapid development of China's economy and society,the state-owned construction enterprises,as social capital,cooperate with the government to develop public infrastructure and provide public products or services in the form of BOT(Build Operate Transfer)mode.The market share of state-owned construction enterprises participating in BOT project investment and operation is getting higher and higher.As the social capital side,state-owned construction enterprises cooperate with the government in the construction of public facilities such as municipal,ecological construction,environmental protection,etc.,sign franchise agreement through BOT mode,and invest operation and management resources to obtain income.In view of the fact that the projects developed by BOT mode are usually large-scale public infrastructure projects,they have the characteristics of large investment amount,long franchise period,complex operation process and many risk points.The above characteristics pose new challenges to human resource management ability of traditional large-scale state-owned construction enterprises as social capital.The BOT project company is established with BOT project as the management content,operates in accordance with the management system framework of social investors,relies on the personnel reserve of the superior company,establishes the core management of the BOT project company,and completes the establishment of the company's team through a variety of employment methods,and achieves the objectives of BOT project management.Generally speaking,the superior company of BOT project company is mainly engaged in construction business for a long time,and its related human resource reserve and management work are more talents around the construction business.Since BOT project company starts from the franchise period of the project,it needs to go through three stages:construction stage,operation stage and transfer stage.Different stages need different talent echelons and corresponding human resource management methods.In this process,BOT project company does not have perfect human resource reserve and corresponding human resource management experience.Through the specific analysis of the current situation of human resources of the project company,this paper lists the problems and causes of the current project company in human resource management,and puts forward relevant measures and countermeasures,so as to provide reference for the human resource management work of BOT project company in the franchise period,and lay a foundation for improving the comprehensive competitiveness of enterprises.Firstly,this paper studies the basic concepts and related theories of BOT project mode,and points out the current situation of human resource management of BOT project company by means of literature research,case study and expert survey.Secondly,this paper takes w project company as a specific case to analyze its project overview and project company overview This paper analyzes the current situation of human resources of the project company,and lists the main problems encountered in the human resources management of the project company in the operation process of the project franchise period.Finally,combined with the existing management foundation and the transformation background of the superior company,it puts forward the measures and Countermeasures of the human resources management of the BOT project company.Due to the impact of this year's new coronavirus pneumonia epidemic,China's current economic growth is gradually slowing down.The government and social capital infrastructure public service projects play an important role in China's economic development and play an important role in stabilizing investment.The new market environment means new challenges of human resource management.In the process of participating in market activities,BOT project companies must improve human resource management ability by constantly improving human resource planning,perfecting incentive and reward and punishment mechanism,harmonizing the development of enterprises and employees,etc.,so as to improve the management ability of human resources and transform the enthusiasm of employees into the operation efficiency of enterprises To gain comprehensive competitiveness in the changing new market environment.
