As the traditional state-owned enterprises, State-owned Exploration & Design enterprises face many problems on the system reform, during the course of implementing project management. The main reasons are the dim project management concept and the laggard management mode. Then the waste of human resource is brought on.On this background, the paper firstly surveyed and analyzed the status quo of the project human resource development and management in state-owned Exploration & Design enterprises. Then the common problems were illustrated, such as the irrational organizational structure, the project work without reasonable planning, lack of effective project team management, non-building of the human resource management system, lack of necessary selection restriction and control mechanism of the project managers, and non-orderly labor market in the enterprises. All these problems were mainly caused the dim project management concept, the laggard management mode and the inadequate development of the human resources.Secondly, according to the common problems mentioned above, and the theoretical frame on project human resource management, some methods were advanced to solve the problems, such as to build a proper organizational structure, to implement project manager's responsibility mechanism, to establish perfect project management team and mechanism.Finally, a case study of an Exploration & Design Enterprise was discussed. The status quo of the human resource allocation was surveyed. The problems on the project human resource management were analyzed, i.e. inadequate cognition of project human resource management, irrational organizational structure, improper human resource allocation, lack of the effective perform measurement system, and lack of effective encouragement mechanism. To solve the above problems, the paper put forwards the solving methods: to build a matrix-organizational structure, to reasonably allocate the human resource, to strengthen the train of the project team, to build an effective perform measurement system, to establish an effective encouragement mechanism and to build an enterprise culture both focus on people and culture.The paper theoretically analyzed the concepts of enterprise human resource management and project human resource management, differentiated and integrated the relevant theories, and enriched the theoretical frame of the study on project human resource management.
