With the development of Chinese economy, the demand structure people's food consumption is constantly changing, the demand for organic agricultural products is increasing rapidly, and the concept of "protecting ecology and green development" has gradually become the mainstream, and the need of developing organic agriculture is increasing.Although,at the same time,it is a small land area and a large number of people in China. It has great pressure on resources and environment, and that is the limit for the development of organic agriculture. How to develop organic agriculture under the premise of satisfying quantitative safety is an important strategic issue.Due to the geographical and cultural similarities,Mongolia and Chinese Inner Mongolia Autonomous Region have particularly similar agricultural production characteristics.Mongolia has been carrying out production and living activities and economic development with the concept of "protecting the environment and maintaining the natural taste of food".Mongolia has wealthy resources in nature. The environment is not polluted, and the agricultural products produced have the advantages of pure natural and organic.Inner Mongolia Autonomous Region occupies an important strategic position in Chinese agricultural development pattern, but organic agricultural products are rarely produced. In this paper, the main agricultural crop production province of Mongolia-Darhan Ula Province is used as an organic agricultural product production area, and Chinese Inner Mongolia Autonomous Region Xing'an League is used as a general agricultural product production area.Taking wheat crops as the research object,a comparative analysis of organic wheat produced by the traditional production method of Mongolia. What is the difference between cost-benefit and production efficiency compared with the ordinary wheat produced by Inner Mongolia Xing'an League under modern production methods,so as to clarify the possible losses from the development of organic agriculture from the perspective of efficiency, clarify the development strategy of organic agriculture and formulate organic wheat import and export Policy for reference.Based on the analysis perspectives of macro and micro, based on the analysis of the production methods of Inner Mongolia Xing'an League and Mongolia's Darhan wheat production, the comparative analysis of the difference in the production efficiency of the common wheat in Inner Mongolia Xing'an League and the Mongolian Darhan organic wheat is conducted. The total factor productivity of the sample farmers'wheat production in the region, combined with the actual situation, makes recommendations for the development of organic agriculture in China. The results show that:first, the agricultural production management concept of farmers in Mongolia is partial to the concept of organic production, which focuses on protecting the ecological environment and adopts protective agricultural farming methods.Since most farmers have no fertilizer input,in order to maintain the productivity of cultivated land, fallow cultivation is adopted. Most of the farmers in Xing'an League in Inner Mongolia are mainly pursuing output, and adopt the rotation cultivation method, and the land utilization rate is higher than that of Darhan,Mongolia.Due to the low land utilization rate of organic agriculture, the concept of organic production by farmers is not strong, and the investment of chemical fertilizer is large, the timing of the development of organic agriculture in Inner Mongolia is not yet ripe.Second, the average production cost per mu,the average gross income per mu,and the average net profit per mu of Darhan organic wheat in Mongolia are lower than that of the common wheat in Inner Mongolia Xing'an League. The average production cost and average income per mu of Darhan wheat in Mongolia is 72.35 RMB,and 125.39 RMB,respectively lower than Inner Mongolia Xing'an League by 264.39 RMB,and 309.41 RMB.Third, the comprehensive efficiency and scale efficiency of common wheat production in Inner Mongolia Xing'an League are higher than those of Darhan organic wheat in Mongolia.Among them, the average level of organic wheat production is 0.749,which is 9.08%lower than the average level of ordinary wheat. In general, since the average gross income per mu,net profit per mu and comprehensive production efficiency of organic wheat under the traditional production methods in Mongolia are lower than that of ordinary wheat in Inner Mongolia Autonomous Region, even if the cost of organic wheat is lower than that of ordinary wheat, the lost output,Efficiency may threaten the food security of our country. In addition,Chinese high crop production costs, low yield of organic agricultural products, lack of organic production concepts and weak support efforts have restricted the development of Chinese organic agriculture. Therefore, this article believes that the current demand for organic agricultural products in China should be based on the supply of the international market. At the same time,it advocates scientific production concepts, reduces the input of invalid production factors, improves the efficiency of agricultural production, and builds a bridge between farmers' markets to lay the foundation for the development of organic agriculture.
