Research On Formation Mechanism And Redevelopment Of Informal Industrial Land Under The Industrial Transformation And Upgrading

Land is an indispensable factor of production for all kinds of production activities and it is very important for the healthy and sustainable development of the economy and society.At present,China is in a critical period of industrial transformation and upgrading.The continuous expansion of urban scale and the traditional rough and poor efficiency industrial development mode have led to the land imbalance between supply and demand.Revitalizing stock industrial land will become an important grasp on promoting industrial development and achieving transformation and upgrading at this stage.Informal industrial land is an important part of the stock industrial land,which is universal across the country.Promoting the formalization of informal industrial land will be an important part of the redevelopment of stock industrial land,and it is also a realistic problem that land resource management departments have to face.However,the current redevelopment of informal industrial land has not formed universal land use policy guidance and norms,and existing research has paid less attention to informal land.Therefore,it is necessary to carry out related research on informal industrial land,and on the basis of analyzing its conceptual connotation and external constraints,propose corresponding formalization approaches.This article first takes X District of Zhejiang Province as a typical case to discusses the basic characteristics and specific types of informal industrial land in particular,and concludes that the solution to the problem of informal industrial land has an important relationship with the development of the private economy.Based on this,combined with the development background of the private economy,this paper divides the time evolution of informal industrial land into four major stages.As informal industrial land exists outside the system,it involves many interest subjects and is the product of an uneven game of elite subjects on the land.Therefore,here,combined with the urban growth machine theory,the formation mechanism behind the informal industrial land at each stage is discussed.Finally,it is concluded that the generation of informal industrial land is the survival strategy and coping mechanism of various subjects based on the political,economic,and social environment in which they are located.It has historical inevitability in a certain period.On the basis of strengthening the understanding of the concept of informal industrial land in the form of cases,combined with the challenges industrial transformation and upgrading face,it is pointed out that at the national level,promoting the formalization of informal industrial land meets the requirements of the times.Because the traditional formalization method will bring a series of negative impacts to society,it is important to find a differentiated,popular and universal formalization approach.Based on this,this article innovatively proposes two formalization approaches based on the "industrial land index trading system",namely time-sharing regularization and classification regularization.At the same time,based om the research conclusions,this article puts forward corresponding policy recommendations: allow cross-regional redistribution of construction land indicators to realize the flow of production factors to high-efficiency areas.
