With the accelerating urbanization process,the crisis and problems faced by urban expansion are continuously becoming serious,such as the rapid growth of urban construction land;the low efficiency of land usage;the increase of spare spaces in cities and unreasonable land structure.In the context of the supply side structural reform in China,construction land resources are further tilted towards central cities and key urban agglomerations,to promote the construction land management towards a more efficient use of development emphasizing on quality,the Ministry of Natural Resources issued the first document after its establishment-"Notice on Improving the Mechanism of Link between Increase and Deposit of Construction Land".It's the beginning to strengthen the management and control of idle land within the city,aiming to optimize the construction land structure and spatial layout from the supply side,innovate the land use policy,promote new urbanization,and realize a more scientific and effective management and utilization of construction land.This study,through the field investigation of all suspected idle land by the end of2016,combined with the reports and approved ledgers by land and resources administrative department,fully grasps the structure and layout of idle land,as well as analyzes the causes of idle land.The functional partitioning method based on land use is used to calculate the actual size of each idle land potential.The main conclusions of this study are as follows:(1)With the help of ARCGIS software,combined with the reported and approved ledgers by government departments,it identifies the idle land in Yueyang City andconducts field investigations on the suspected idle land and excludes some of the lands being built or completed,and the final conclusion is that by the end of 2016 in Yueyang City,there were 402 parcels of idle land,covering an area of 2,142.45 hectares,accounting for 1.85% of its total construction land area.The analysis found that the total area of idle land in Yueyang City has been growing since 2009,and the growth rate is rapid,with an average annual growth rate of 39.9%.From the perspective of land use space,the spatial distribution of idle land in Yueyang City corresponds with the direction of urban expansion,mainly distributed in the newly developed areas of the urban expansion area and concentrated on both sides of the road.(2)In-depth investigation and research found that the macroscopic reasons for the idle land in Yueyang City are mainly that the local government only cares about GDP under the guidance of taking the development as the top priority.It tries to stimulate the economic development by selling lands,which leads to oversold land.The middle reason for the idleness is that the “caring for approves only” management system caused by the current land approval system and that the land reserve system and the annual plan indicator system for land use have some defects in the actual implementation;On the micro-cause,the government has used the land that does not have the development conditions to mortgage the financing and caused idleness.Some land users have deliberately degraded the land,or the relevant approvals have been blocked due to the tightening of relevant policies,causing idleness.(3)By setting a scientific and feasible idle land redevelopment judgment system,this study screens idle land with development potential,and measures the potential of each idle land screened from the micro-sectoral perspective.For the idle lands that have been idle for many years due to historical reasons and the relevant land use information is lost,the use of land-based functional partitioning clustering method is introduced to scientifically and rationally,and the potential of its revitalization is calculated based on the proposed results.By calculating the annual income of the land,the available building area,and the industrial output value,the potential of the idle land of the commercial land,residential land,and industrial and mining storage land is measured separately.The calculation results show that the revitalization of idle land for business services in Yueyang City can bring an annual income of 302,654,300yuan;the revitalization of unused land for residential use can provide 2.35 million square meters of residential building area,which can provide living needs for 72,199 people according to planning standards;the revitalization of idle land for industrial and mining warehousing can create at least 23.02 billion industrial output per year,equivalent to re-creating a Junshan industrial zone.(4)Suggestions for the use of idle land are proposed in terms of special plans for idle land use,innovative fiscal and tax incentives,and recycling of unused land.Promote the re-entering of the idle land into the urban land market through reasonable policy measures,and help to improve the urban environmental quality and promote economic health.Yueyang City has a large potential for idle land utilization,and its revitalization and utilization plays a role in deepening the reform of land supply side of YueyangCity,improving the land market,and reforming the land use system.At the same time,this study provides reference for the analysis and disposal of urban idle land in similar areas,and provides scientific basis for scientific allocation of urban construction land,rational allocation of land resources,and improvement of construction land use efficiency.
