China’s Xinjiang Uygur Autonomous Region is in the center of the Eurasian continent. It is drought, and has serious desertification and salinization. In order to meet the needs of social production and economic development, the local wasteland resources, as an incremental resource have been used. In Xinjiang, part of the farmers have both the contracted land and wasteland as two different forms of land resources, but the contracted land and wasteland have shown some significant differences in land property rights, such as the initial allocation of land, land certificates, the land use, and farmers’ the awareness of the contracted land and wasteland property are also different. These all make the farmers to make a different decision-making behavior on the circulation of the contracted land and wasteland. In addition, climate of the Xinjiang region is dry, and rainfall is rare, agricultural irrigation water is another important factor constraining the efficiency of land productivity and land circulation. Irrigation water rights is a reflection of the property in the area of water resources, water rights in the water distribution system and the level of protection of Xinjiang contracted land and wasteland are also significant different.Based on the above background, we have chosen Awati County in Xinjiang Uygur Autonomous Region as the research area, the decision-making of farmers’ contracted land and wasteland circulation as object, built an empirical model Logit model to study the factors that affect the contracted land and wasteland circulation, and on the premise of controlling other factors, built Multinomial logit model to exam the impact of land and water ownership rights on the difference in the contracted land and wasteland circulation. In order to give some policy recommendations from the perspective of property and water rights for promoting rural land circulation. It can be found through the model results, there were the differences between the factors affected the contracted land and wasteland circulation, and differences in property rights and water rights of contracted land and wasteland have an impact on the farmers to participate in the two types of land transfer decision-making. Property rights, such as the number of adjustments have affected contracted land circulation. The use years has affected wasteland circulation. Water rights variable has not a significant impact on the land circulation. Therefore, we should establish and improve the supporting systems of collective land property rights circulation, play to the role of the land allocation market replacing the adjustment of administrative land adjustments. We should standardize and improve the wasteland use system, extend the use years of the wasteland, award farmer effective credence, and increase the awareness of farmers for land security.
