Research On Rural Revitalization Construction Planning And Comprehensive Evaluation

When the country prospers;the nation prospers;when the country is weak,the nation is weak.Rural revitalization involves the process of further organization and distribution of people,land,industry and culture.It is an interwoven body of society,resources,economy,policy and system.It is an important strategic part to coordinate urban and rural development and promote social sustainable development.Rural revitalization strategic planning shoulders the historical mission and plays a leading role in regional construction,but because of its characteristics of multi-spatial scale and regional differentiation,the practice and evaluation of rural revitalization planning under different regions and different levels are the important cornerstones to supplement the theory of rural planning and promote the sustainable development of the region.In this context,this paper selects wuyi village in beibei district of Chongqing as the research area.With the help of theory of urban-rural integration,theory of industrial integration,theory of human-oriented development,theory of ecological civilization,etc.Principal component analysis(PCA),analytic hierarchy process(AHP),fuzzy comprehensive evaluation method were used.First of all,combing the development status and problems of village revitalization in Wuyi Village.Then,the paper introduces of the quantitative analysis method to discuss the main influencing factors of the rural revitalization construction in the research area.Then,a comprehensive evaluation model of rural revitalization is established to evaluate the development level of rural revitalization in the research area.Subsequently,the rural revitalization planning and construction plan of wuyi village was preliminarily designed,and the planning key points of the rural revitalization construction of the research area were clarified.Finally,the following conclusions are drawn:1.As a systematic project,rural revitalization includes the comprehensive vitalization of industry,ecology,culture,talents and organization.The following problems exist in the process of rural revitalization in wuyi Village: first,the land transfer and lease relationship in the village is unstable,and the inefficient use of homestead is prominent;Second,the industrial structure is not reasonable,the secondary industries are weak and low with agriculture;Third,the villagers lack of awareness of environmental protection and pay less attention to ecological construction;Fourth,the foundation of cultural development is weak and the system of cultural undertakings needs to be improved;Fifth,the number of talents is small,the loss of more.2.Theoretical analysis is made on the main factors affecting the rural revitalization construction of wuyi village.Through principal component analysis,the paper extracts two principal components which affect the rural revitalization construction of wuyi village.Among them,the first principal component is the principal component of economic development.The main factors and factor loads included in this principal component are: the per capita consumption expenditure is 0.981,the per capita income of farmers is 0.975,the proportion of employees in the primary industry is-0.950,the annual household electricity consumption is 0.949,the proportion of non-agricultural industries is 0.924,and the rural engel coefficient is-0.912.The second principal component is road traffic principal component.The main factor and factor load included in the principal component are: the distance from the town center is 0.798,and the traffic land area index is 0.649.Then through further analysis,it is concluded that regional economic development,industrial structure and road traffic conditions are the main influencing factors.3.Combined with analytic hierarchy process and fuzzy comprehensive evaluation method,the score value of comprehensive development level and various indicators of rural revitalization in wuyi village was quantitatively calculated.The research results show that the overall momentum of rural revitalization in wuyi village is good,and it is at the beginning and improvement stage of rural revitalization.However,in the process of implementing the rural vitalization strategy,there are differences in the quality of each requirement.Among them,“effective governance” scored the highest,followed by “ecological livability”,then “rich life”,then “rural civilization”,and “thriving industry” scored the lowest,which was the weak board of its development.4.The main influencing factors on construction five village rural revitalization and on the basis of the analysis of the comprehensive evaluation result,from the perspective of rural revitalization of the village construction planning in the studied area in preliminary design,concluded five takes a village to promote the construction planning mainly includes:(1)deepen the rural land system reform,revitalize the idle land resources;(2)grasp the development direction and orientation of the industry,and promote the integrated development of the three industries;(3)renovate the appearance of the village to realize the harmonious coexistence between man and nature;(4)carry forward the fine tradition and build the wuyi culture;(5)to attract to find talent,to strengthen talent cultivation;(6)improve the construction of party organizations at the grass-roots level and promote effective governance of rural areas.
