Study On Land Reserve Management At County Level

Land reserve is one of the most important tasks of every local government,the basic condition for each county government to realize the goal of urban development planning,the basic element for the normal operation of the government,and the objective need of county construction and development.The construction of land reserve system is the objective need and important guarantee for the government to do this work well and the development of market economy.Establish urban land reserve management system,develop land reserve,let county government better promote the orderly development of cities,improve the efficiency of local land use play a decisive role;It is also beneficial for the county government to regulate the land market and make the local land market run more smoothly.At the same time,we can make the work of land transfer more scientific and make corruption disappear in the process of land transfer.It is conducive to relieving the financial pressure on the government,ensuring the supporting funds for public service facilities and improving the level of public services.This paper mainly uses the methods of literature research,investigation and comparison to analyze the problems and causes of the effectiveness of land reserve management in Dongyuan County,and put forward some suggestions.The conclusions are as follows:(1)This paper analyzes the establishment of land reserve management institutions,land operation procedures and overall land planning in Dongyuan County,and concludes the effect of promoting the construction of Dongyuan County and raising funds for the construction of livelihood projects.(2)Dongyuan County land storage management has the following problems.The financing scale is small,the channel is single;the loan of land reserve fund has financial risk;the scale of land reserve needs to be expanded;the process of land reserve has corruption;the distribution of value-added income of land reserve is unreasonable.(3)Dongyuan County land storage management has the following problems: complicated administrative approval process;unscientific division of labor and income distribution of land reserve subjects;defects in land reserve management mechanism;imperfect laws and regulations.(4)In view of the above problems and reasons,the following suggestions are put forward.First,improve the land reserve management mechanism of Dongyuan County.It includes simplifying the procedures of land management examination and approval,making the transfer plan scientifically,improving the supervision system of Dongyuan County's land reserve management,and establishing the land reserve mechanism which combines the government's leading and market operation.Second,expand the financing channels of land reserve in Dongyuan County.Including issuing stocks,bonds and other direct ways;exploring the indirect way of "land packaging" reserve mode.Third,improve land reserve laws and regulations.Including the establishment of the right of first refusal,the emphasis on reserve according to law and the elimination of corruption.Fourth,improve the work mode of land acquisition and demolition.Fifth,the land reserve plan should be more long-term.
