Research On The Policy Analysis And Optimization Path Of Jiangsu Province’s Scientific And Technological Achievement Transformation

The transformation of scientific and technological achievements is an important way to implement the innovation-driven development strategy and empower highquality development with scientific and technological innovation.With the increasingly complex and systematic transformation of scientific and technological achievements,it is often difficult to realize the independent transformation of scientific and technological achievements solely by relying on market players or both supply and demand sides,which also puts forward higher requirements for government participation and policy supply.As a major province of science and technology in China,Jiangsu Province has many high-level colleges and universities,research institutes and a large number of major scientific and technological achievements.The policy texts related to the transformation of scientific and technological achievements are typical and representative.At the same time,problems such as the low efficiency of the transformation of scientific and technological achievements and the insufficient supply of kinetic energy for the integrated development of science and technology and economy also restrict the high-quality development of Jiangsu Province.Therefore,this thesis analyzes and studies the transformation policy of scientific and technological achievements in Jiangsu Province.This thesis collects the provincial-level scientific and technological achievements transformation policies in Jiangsu Province from 2000 to 2021.Based on national innovation system theory,technology transfer theory,and policy tool theory,a threedimensional analysis framework of "policy tools-transformation process-transformation subject" is constructed.Secondly,it analyzes the external attributes of the policy text,such as the year of publication,the publication unit,and the type of effectiveness,and divides the evolutionary process of policy development.Thirdly,according to the three-dimensional analysis framework,the content coding and frequency statistics of 131 policy texts were carried out,and the content analysis was carried out from the single dimension of policy tools,"tool-process","tool-subject","tool-process-subject" of cross dimensions.The research results show that the current scientific and technological achievements transformation policy system in Jiangsu Province has problems such as insufficient coordination of formulation subjects,lag in updating and lack of effectiveness,structural imbalance in the distribution of policy tools,and multidimensional coupling imbalance in the use of policy tools.And from the aspects of promoting the coordination and cooperation of policy-making entities,strengthening the suitability and practicality of the policy system,optimizing the selection structure of policy tools,and improving the fields of action of policy tools,etc.Through the way of "point to area",The thesis provides reference for improving the transformation policy of scientific and technological achievements in Jiangsu Province and even other provinces.There are 10 figures,12 tables,and 88 references in this thesis.
