With the rapid development of Chinese economic society,both the quantity and quality of public goods supply will improve dramatically,which has higher requirements for enterprises' quality of products and services.For a long period of time,due to the influences of the factors like relatively low water price and the substantial increase in labor cost,which result in the rise in the price of other production factors and greater investment in the construction and upgrading of production and transportation facilities,non-profit water-supply enterprises face great pressure in business operation.At present,to conduct effective performance management in enterprise operation can radically reduce the costs in operation and meanwhile improve operation performance.Balanced scorecard,as a performance appraisal system,guarantees the attainment of organization's performance goal institutionally by reinforcing the management in the aspects like goal setting,behavior guidance and performance improvement.Its core idea is to not only present organization's strategy layout by the interaction and causality among four indicators-finance,customer,internal process and learning and growth,but also realize performance appraisal,performance improvement,strategy implementation and strategy adjustment.This paper aims to carry out applied research on public enterprises' performance appraisal based on balanced scorecard theory so as to contribute to Chinese public enterprises in performance management in the future by the valuable exploration and reflection conducted in this research.With QY water supply company as the research subject,by research methods like PEST analysis model,Porter's five forces analysis and SWOT analysis,the author does a qualitative analysis of QY water supply company's comprehensive strategy.Moreover,in view of the national situation of China and the special nature of public enterprises,and based on balanced scorecard theory,the author sets a few quantifiable key performance indicators for the key strategic goal in four aspects-customer,finance,business operation and learning and growth,evaluates the performance of the implementation of enterprise's strategy,analyzes enterprise's problems in these four dimensions,and puts forward some measures for improvement for the purpose of improving enterprise's business performance and ensuring the implementation and execution of enterprise strategy.Based on the case study of the appraisal of QY water supply company's business performance,this paper puts forward the measures for improvement in the following aspects:1.Customer.Pay great attention to collecting customers' evaluation on services;reinforce effective supervision and management inside and outside the company;establish an overall-process and rapid-response customer service support mechanism;establish a customer management system;develop customer-orientation service philosophy;explore customer value and realize service improvement.2.Finance.Conduct comprehensive budget management;establish a perfect accounting system;reinforce funds management,auditing management and financing management;enhance the technology and management of business operation so as to save energy and reduce cost.3.Business operation.Improve operations management;reinforce operating information management.4.Learning and growth.Reinforce business and skill training for staff;retain and cultivate high-quality staff;establish a strategic performance management system instead of conducting simple performance appraisal;establish a complete remuneration system;establish a scientific and effective innovation mechanism.
