Based on the Tongzhou utility tunnel project,this paper comprehensively uses the knowledge of management,economics,game theory,fuzzy mathematics,system engineering,etc.,using a combination of qualitative and quantitative methods to study the pricing,security,and smart operation of the three key scientific issues.(1)Aiming at the charging pricing problem during the operation period of the utility tunnel,based on the analysis of the charging pricing participants and the influencing factors of the charging pricing,the bargaining game model is used to obtain two strategies Nash equilibrium,and the stakeholders are analyzed in detail for the three equilibrium situations.Under the different interest rates of different pricing,the optimal pricing of the utility tunnel is obtained to coordinate the consideration of the interests of all parties.(2)On the basis of the pricing strategy,the utility tunnel pricing model is studied,combined with the influencing factors of the integrated utility tunnel pricing,the cost sharing factor and the cost sharing model that take into account the interests of the operating units,pipeline units and the public are determined,combined with the Tongzhou utility tunnel Phase I.The investment situation,calculate the operating expenses and the amount of the entrance fees of various pipelines in each road section,and provide decision-making reference for the operating unit.(3)In view of the risk assessment of the operation safety of the utility tunnel,the risk factors of the operational safety of the utility tunnel are analyzed in detail.In addition to considering the safety of the utility tunnel,the safety of the pipeline and the safety risks of the intermal and external environment,consider the long operating period of the utility tunnel.Taking into account the operating environment of the utility tunnel,the establishment of the AHP-FUZZY model to evaluate the risk level of the Tongzhou utility tunnel project is the general risk level.(4)Aiming at the problem of accidents and disasters in utility tunnel,this paper analyzes the risk-accident-disaster occurrence and evolution mechanism of utility tunnel projects,determines the disaster chain of utility tunnels,establishes disaster chain evaluation models,determines the most dangerous disaster chains,and proposes targeted countermeasures for decision makers.(5)Research on the smart management of integrated management operations,analyze the necessity of the smart operation system,propose the objectives,design principles and design contents of the smart operation system,and determine the framework of the smart operation system,including the overall,business,data and post-development.The main structure,the design of the system function module,the well-designed,full-featured smart operation management system,laid the foundation for the integrated management of the operation of the utility tunnel.
