To solve the increasingly prominent food safety problems,China has carried out the integration and revision of food safety standards.However,the revision of some standards has led to intense debate in the industry.This study chose the starting point that the formulation and adjustment of standards requires an economic balance between health risks,industrial risks and regulatory costs.At the same time,this study took corn aflatoxin as the specific research object,and explored the matching relationship between standard adjustment and implementation environment from the perspective of industrial risk.Theoretically,the research can enrich the regulatory economics research of national food safety standards and provide theoretical support for the formulation of national food safety standards and the improvement of regulatory effects.In practice,it is helpful for the government to implement effective management of the formulation and implementation of standards by comprehensively and accurately understanding the conditions under which national food safety standards function.This study can provide a certain economic basis for the revision and dynamic adjustment of China's national food safety standards.This also provides a reference for the revision of food safety standards of other products with natural attributes.This study first constructed the logical framework that matches the adjustment of food safety standards with the implementation environment.Then,by comparing and evaluating the standard system of corn aflatoxin and analyzing the natural environment,market environment,technical environment and management environment that affect the implementation of the standard from the perspective of industrial risk,the following basic conclusions were obtained:(1)The legal laws and regulations system of corn aflatoxin standards established in my country are relatively complete and complete;(2)Constrained by the natural growth properties of aflatoxin,Chinese corn aflatoxin pollution is more serious.The implementation of the new national standard makes our country face great challenges from climate,harvesting and storage conditions;(3)Affected by the African swine fever epidemic and the national planting structure adjustment policy,the market effect of implementing stricter standards is difficult to manifest in the short term.The long-term market effect remains to be seen;(4)Production enterprises adopt raw material selection,proportional control,and targeted mycotoxin detoxification agents to prevent,disperse,and reduce mycotoxin pollution risks,which are currently internalized risk measures commonly used by companies;(5)In the supervision of the implementation of aflatoxin standards,there are contradictions between the single toxin standard and the synergistic effects of multiple toxins,the supervision of the origin and the supervision of the sale,the test indicators and the cost of the test,the supervision of the input and the supervision of the output,which making the mandatory implementation of national standards substantially weakened..Based on the above conclusion,this article proposes that in view of the constraints of the implementation conditions of food safety standards in our country,a dynamic adjustment mechanism for food safety standards under the guidance of research economic principles should be established.According to the matching of industrial reality,industrial risk assessment and risk management in the revision of standards should be promoted.Working principles for the revision and classification of product safety standards for products with different attributes should be established,and normative requirements in the revision of product safety standards for natural products should be formulated.We should correctly understand the importance of implementing environmental construction for the adjustment of food safety standards,and gradually promote the construction of natural environment,market environment,technical environment,and management environment.
