Actively responding to the problem of aging is conducive to social stability and long-term development of the country.At present,at a time when the function of family pension is declining and the social pension security system is not perfect,exploring a multi-level pension model suitable for the current situation of the elderly is an important measure for China to deal with the problem of social pension.In recent years,the mutual assistance pension model for elderly groups such as left-behind,widows,and empty nests has been continuously carried out throughout the country,and has achieved outstanding results.It has become a new type of pension model widely recognized by society.Compared with other regions,underdeveloped regions are relatively backward in economy,rural hollowing and aging are serious,and the social pension system is more imperfect.Establishing a model of mutual assistance for rural communities in underdeveloped regions is of positive significance.This article takes welfare pluralism theory and Embedded theory as the main theoretical support,uses case study methods,and takes rural communities in S County,Heze City,Shandong Province as the research object,to explore the mode of mutual assistance in rural communities in underdeveloped areas.Operation mechanism and put forward an optimized path to perfect the model.First of all,this paper aims at resolving the confusion of the current concept of mutual assistance pension model,and redefine the mutual assistance pension model and the rural community mutual assistance pension model under the overall framework of the pension model.Secondly,through field surveys and interviews,the analysis was carried out in S counties in the case area with "Village-level sponsorship,government support,social participation";"centralized residence,unified planning,complete functions";"self-management,mutual assistance services,diverse types";The three types of rural community mutual aid pension models are featured.This article focuses on the analysis of the operation mechanism of the three models,and analyzes the operation mechanism of the model from five aspects: mutual aid service mechanism,participation mechanism,financing mechanism,management mechanism,and assessment and supervision mechanism.Compared with the family pension,institutionalized pension and institutional pension in the rural areas of the case area,this model has advantages in resource utilization,cost optimization,and suitable for the needs of the aged.Thirdly,this article analyzes the current effectiveness of the model from the perspective of the three benefits of old-age benefits,poverty alleviation and rural revitalization benefits,and concludes that the rural community mutual aid model is a new type of old-age model suitable for rural areas in underdeveloped areas.Starting with the management mechanism,financing mechanism,participation mechanism and mutual aid service mechanism in the operation mechanism,the current dilemma of this model is analyzed.Finally,in view of the difficulties in the operation mechanism of the region,this paper proposes a corresponding optimization path.that is,on the basis of adhering to the overall principle of adapting to local conditions,Multiple participation,demand-oriented and public welfare and incentives,from the Top-level design,strengthen scientificmanagement guidance;increase government subsidies,broaden funding sources;strengthen service talent construction,improve mutual assistance service effectiveness;encourage the community to actively participate,establish specific concepts and correct measures to start,and gradually improve rural communities in the region The construction of mutual assistance pension model.
