As the largest developing country,China has become the second largest economy in the world after more than 30 years of development.But the carbon emissions caused by China's energy consumption have also increased significantly.In order to reduce high-carbon emissions,the Chinese government gradually attaches importance to low-carbon development strategy.General Secretary Xi Jinping's report at the 19 th National Congress of the Communist Party of China also put forward clear requirements for the construction of green and low-carbon ecological civilization.Driven by low-carbon development,China's demand for energy quality is improving,and the original energy system is undergoing a comprehensive,deep and long-term transformation.Against the background of resource bottlenecks,increasingly prominent pressure on ecological environment and increasingly embarrassing development of energy enterprises,KY Thermal Power Company,as a traditional state-owned central heating enterprise,is also facing single energy structure,high energy consumption index,high assets and liabilities,inadequate development of new markets,inadequate intelligent services and human resources.Many problems,such as backward management,seriously restrict the development of enterprises.In order not to be eliminated in the wave of low-carbon development,the strategic transformation of the company is imminent.In this paper,KY thermal power company is taken as the research object.PEST model is used to analyze the external political,economic,social and technological environment of the company.SWOT tool is used to analyze the advantages,disadvantages,opportunities and threats of KY thermal power company.It is considered that the company should choose wo strategy,that is,low-carbon transformation strategy to make up the disadvantages and take advantage of the opportunities,and formulate the medium and short-term transformation objectives and coverage The transformation path of technology,service and management,and the effective implementation of low-carbon transformation strategy of KY thermal powercompany from two aspects of government policy support and enterprise internal measures.
