The third Plenary Session of 17th allows farmers to transfer the right to land contractual management in the form of subcontract, lease, exchange, cooperation stock, which will surely have a great role in promoting the transfer of rural labor force. The 16th Party Congress report pointed out:"building a modern agriculture, developing the rural economy and increasing farmers income, building a modernization agriculture is a major task". How to solve the"three rural"issue is an important responsibility of the whole party which all the people and the whole society bears. Hunan is a major agricultural province, its "three rural" issue is more prominent, There are still a large number of rural surplus labor force. Therefore, accelerating the transfer of rural surplus labor force in Hunan is particularly important. Therefore, accelerating the transfer of Hunan, achieving the optimal allocation of labor resources in rural can promote the development of agricultural production and speed up industrial restructuring and build a modern agriculture. so it is the key to solve the "three rural" issue.This article first reviews the research on the transfer of rural labor force of Domestic and Overseas, then analyzes the interactive promotion mechanism betweeen the land transfer and the transfer of rural labor force, On this basis, researchs the characteristics of the transfer of rural labor force in land transfer of Hunan. Then analysis the mode of rural labor transfer of Hunan. Finally, the context is aimed at the characteristics of the transfer of rural labor force and the mode in land transfer of Hunan, raise how to promote the transfer of rural labor force,improve the system of the land transfer, absorb rural surplus labor force within the potential of, Strengthen the rural labor force training, protect the rights of migrant workers to solve their worries.
