Analysis Of China's Financial Support For Agriculture And Structural Management Optimization

In the report to the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping clearly pointed out that the issue of agriculture and rural farmers is a fundamental issue related to national economy and people's livelihood.It must always be the top priority to solve the "three rural issues" and implement the strategy of rural revitalization.The implementation of the rural revitalization strategy not only shows that the fiscal policy of supporting agriculture is effective in solving the "three rural issues",but also puts forward higher requirements for the optimal management of fiscal expenditure on supporting agriculture.In recent years,the research on the relationship between fiscal support for agriculture and rural economic development and the optimization of policy management have been the focus of government work and academia.Reasonable exploration and understanding of the effects of fiscal policy on agricultural support on rural economic development,and optimization of the scale and structural management of fiscal support for agriculture are of great significance for improving agricultural development.This article mainly studies the relationship between fiscal policy of supporting agriculture and rural economic development from three aspects: theoretical analysis,current situation analysis and empirical test.Theoretically,based on public product theory,new public management theory and demand management theory,etc.influencing financial support to agriculture and agricultural support expenditures involved in agricultural capital expenditure,comprehensive agricultural development expenditure,agricultural science and technology expenditure,rural social relief explain the influence mechanism of the rural economy.Status,through the macro-statistical description of fiscal expenditure on agriculture,agricultural production and farmers' income from 2007 to 2017,understand the current status of the three and make a summary analysis.Empirically,establish a dynamic panel data model for the relationship between the scale of financial support and the structure of financial support for agriculture and the rural economy at the national and regional levels,and use the differential generalized moment estimation method for regression testing and robustness testing.Based on this,the following conclusions are drawn:First,the policy of fiscal support for agriculture has a role in promoting the development of the rural economy,and the use efficiency of financial support funds for agriculture in the eastern,central and western regions is different.Second,theeffects of the various components of financial support for agriculture are different,and structural management optimization is needed.In particular,the proportion of agricultural science and technology expenses should be increased.Based on the above conclusions,suggestions for optimization are proposed from the following three aspects:(1)Optimization of the scale of financial support for agriculture: adjusting the relative and absolute scale of financial support for agriculture,perfecting the scale of financial support for agriculture according to local conditions,and expanding the funding channels for agricultural support;(2)The optimization of the structure of fiscal support for agriculture: adjust the internal structure of fiscal expenditures for agricultural support,and the adjustment of the regional structure of fiscal support for agriculture;(3)Innovate the management system,improve the whole-process supervision mechanism of fiscal expenditure on agricultural support,and improve the performance evaluation system of fiscal agricultural expenditure.
