Research On Information Integration Mode And Mechanism Of Harbin City National Economy Operation Monitoring

Monitoring and analyzing the operation of national economy is an imp ortant way of macroeconomic management,which plays a vital role in strengthening and improving macro-control and maintaining the stable and healthy operation of economy.With the continuous development of information technology level like cloud computing?big data etc,how to better improve the level of Harbin city national economic operation monitoring,accurate comprehensive guidance to work of economic operation has become the Harbin city government economic management departments urgently need to solve the problem.The existing management mode of Harbin national economic operation monitoring has been unable to meet economic development's needs,many problems to be solved.Therefore,by the method of analyzing and solving the problems,this paper proposes to build an information integrated mode of national economic operation monitoring,and explores comprehensive information integrated m anagement to solve the disadvantages of the existing lack of real-time monitoring of economic operation phenomenon.This paper analyzes the present situation of Harbin city national economy operation monitoring informatization construction,the construction pattern and the management mode.Based on the particularity of Harbin national economic operation monitoring informatization,this paper summarizes the existing problems of present management mode,and multi-angle in-depth analyzes the reasons of the problems,which mainly are the lack of manpower and system guarantee to national economic operation monitoring and analyzing,the lack of technological means of different departments' date sharing work,and the lack of unified planning to the informatization of national economic operation monitoring and analyzing,To solve the existing problems,pointing to the Harbin economic operation and social development real-time system construction,researching the mode and mechanism of information integration,this paper puts forward to build a national economic operation monitoring information integration patterns,from the perspective of the “structure-function” and comprehensive integration,extending the existing information platform system,to determine the basic ideas,the construction target and principle of the new mode,to realize real-time observation,analysis and decision-making of Harbin's economic operation.It is pointed out that the construction of the information integrated mode will improve the economic operation and management level of Harbin,promote the integ ration and sharing of government information system,and improve the management efficiency through reorganizing institutions and optimizing business process.In order to guarantee the normal operation of the information integrated mode,the main operation mechanism and process of the mode are studied from the aspects of government leadership,system operation and talent training.Determine the management direction of Harbin national economic operation monitoring information integration management institutio n,cooperation mode with third-party units,system operation process,etc.At last,this paper puts forward suggestions from the aspects of standardizing standards,organization and coordination,supervision system and talent training,so as to ensure the implementation of the information integrated mode of monitoring Harbin's national economy operation.
