Research On The Mode Of Targeted Poverty Alleviation Work Of County-Level Governments Under The Perspective Of Holistic Governance

Poverty is the public enemy of all mankind and one of the most acute social problems in the world today.Poverty has severely restricted China's economic development and affected the quality of life of its citizens.Therefore,Xi said,"Poverty eradication is the common mission of mankind," and poverty eradication is an important task that China must accomplish in building a moderately prosperous society in all respects.With the development of the national economy,the indicator of poverty is no longer the single economic standard of the past.Poverty includes both absolute poverty and relative poverty.Therefore,we must fight against poverty and even more poverty.It is necessary to evaluate multi-dimensional poverty as well as single-dimensional poverty.As the poverty standards and requirements of a moderately prosperous society become higher,the society and the public demand for pro-poor policies and institutional innovation is also higher.The traditional poverty alleviation model of the government can no longer adapt to the new requirements.Therefore,China has put forward a "precise poverty alleviation".The important idea of "precision poverty alleviation" is that we have a profound grasp of the current situation of poverty alleviation in the current historical period and put forward in the light of the current national conditions and the actual conditions of the difficult masses in China.Yunnan Province is located in the southwestern frontier of China and belongs to one of the 14 concentrated provinces of the special hardship area divided by the State Council.Wumengshan County is located in the poor poverty relief area of the special hardship unit of the county,and is also a national poverty county.Xundian County has made remarkable achievements in comprehensively advancing the work of poverty alleviation by seizing the opportunities of the times and innovating its methods of work.At the same time,there are also problems such as inaccurate identification and withdrawal of poverty,problems in the management of the use of poverty alleviation funds,the implementation of "one size fits all" policies and measures for village-to-household policies,and the lack of solid poverty alleviation work in villages.The solution to these problems requires careful study and exploration.This paper adopts the method of theoretical analysis,experience summation,theoretical exploration and empirical analysis,and takes the precise poverty alleviation work in Xundian County,Kunming City,Yunnan Province as the county perspective,combining the current situation of poverty alleviation and development in Yunnan Province and the precise poverty alleviation work in Xundian County,combining with the requirements of the current precision poverty alleviation work in the new era.In order to resolutely win the battle against poverty,we must study in depth the methods of precision poverty alleviation work,earnestly summarize the problems existing in the current work of precision poverty alleviation,dialectically analyze the logical relationship between the satisfaction of the poor and the methods of precision poverty alleviation work,and constantly innovate the methods of precision poverty alleviation work.Based on the "seeking for a point approach" in accurate poverty alleviation in Yunnan province,it is of great theoretical value and practical significance to put forward how to advance the precision poverty alleviation work with the sense of the people's acquisition and satisfaction.There are three innovations in this paper.First,the concept is relatively new.In this paper,the poverty alleviation principle is the standard of targeted poverty alleviation by the masses,which is the first in the research field of targeted poverty alleviation.Second,novel methods,this article,combined with the precision of poverty alleviation in yunnan province "xundian approach",study to the county integrity management of comprehensive poverty alleviation in the poverty alleviation crucial role in promoting,at present in the province of poverty more crucial area;Three is that the solution of the problem on the maneuverability is strong,in this paper,the problems that exist in the county of yunnan province government poverty alleviation work patterns are put forward the corresponding solution,these methods due to the combined closely and accurate comprehensive poverty alleviation work,so the maneuverability is strong.
