The Evaluation And Analysis Of The Citizenization Index Of Land-lost Farmers In Jinchang Under The Background Of New Urbanization

With the acceleration of the new urbanization in China,the problems related to the citizenization of land-lost farmers are gradually emerging.For land-lost farmers,whether to effectively achieve sustainable development after entering the city and avoid more land-lost farmers to be transformed into the poor has become an important problem to be solved in the process of promoting the new urbanization.Jinchang,as a resource-based industrial city,has a rapid urbanization speed.In the process of construction,there are different problems in traditional cities.This paper evaluates the status quo of land-lost farmers' Citizenization in Jinchang from the perspective of industrial urbanization,combined with relevant national policies and theoretical knowledge,and the combination of qualitative and quantitative methods.This study discusses and analyzes the current situation of the citizenization of land-lost farmers in Jinchang under the background of new urbanization.Through a questionnaire survey of 333 land-lost farmers living in Jinchang,and using the analytic hierarchy process to determine the weight of each factor,it determines the basis of survival requirements,the basis of development needs,the comprehensive cultural quality of the population,the degree of psychological recognition and the level of public service construction The second and third level indexes are analyzed,and each index is normalized by fuzzy integral method.The following conclusions are drawn:(1)At present,the citizenization construction of land-lost farmers in Jinchang is in the transition stage of basically realizing sustainable development,and is in the stage of basically realizing sustainable development.The urbanization capacity of land-lost farmers in Jinchang is 0.5406,which is 0.1603 behind that of Jinchang.It shows that the degree of citizenization of farmers is high,but there is a certain gap.(2)This paper analyzes the problems existing in the citizenization of landless farmers in Jinchang city.Social aspect: the compensation policy for land acquisition is not perfect,and the compensation for land acquisition is less.Jinchang has a small economic volume and unstable economic development.The community lacks management and the service is not in place.The society attaches little importance to the employment of landless farmers,and the employment channels are narrow.Personal aspect: the personal ideology is relatively backward;the education level is low,and the employment competitiveness is not strong.(3)From the social and personal aspects,this paper gives some suggestions: from the social aspect,strictly implement the compensation standard,avoid the one size fits all policy implementation,and safeguard the legitimate rights and interests of farmers.We should promote farmers' innovative employment,enhance their competitiveness,expand non-agricultural employment channels and expand flexible employment space.We should pay attention to community links,plan and manage as a whole in a scientific way,and go deep into the grass-roots level through neighborhood committees to perform their functions to adjust disputes.Enrich the cultural activities of citizens,create a harmonious urban environment and enhance the sense of identity.Personal aspect: the peasants themselves should change their working concept and realize development and prosperity.We should change our concept of life,have a long-term plan,and actively integrate into society.We should change our ideas and pursue a higher spiritual realm.
