With the rapid advance of urbanization in China, especially the constant expand of core cities, an increasing number of urban farmers has lost thirland. Although they have made huge contribution to the development of cities, they are still victims during the urbanization. In detail, urban farmers perplex by a series of problems, such as the transition of identity; social insurance; lack of working opportunities,etc. These problems make them hard to involve in urban societies and adapt to urban life, let alone settling in urban areas. The way to accelerate the citizenization of urban farmers without farm land from various aspects including economy, culture and society has become a popular topic among governments and research institutes. Citizenization of urban farmers is not only the requirement but the result of urbanization. Furthermore, citizenization of farmers is also a way for them to change their identities and a process of the transition from rural civilization into urban civilization. At present, targets of citizenization are migrant workers, urban village dwellers and urban farmers. This article will mainly focus on urban farmers. Through the investigation and interviews on living and working condition as well as the level of involvement in cities of urban farmers living in Xi'an city suburbs, this essay concludes core problems during the citizenization of urban farmers. Specifically, these include farmers' lack of identity recognition, difficulty to find jobs and farmers' negative adaption to urban life. Household Registration System, Birth Control Policy and the unbalanced distribution of public facilities among cities are there main barriers to citizenization in China. Based on analysis above, this essay will propose several suggestions: Firstly, governments should abolish the current Household Registration System and improve the development level of public facilities; Secondly, governments need to create more job opportunities for more farmers and help to change their traditional views. Thirdly, authorities should also encourage urban farmers to communicate with local citizens so that eliminate people's prejudice on farmers. Finally, introduce of outside investment into urban areas will help to reduce governments' financial burden. Only in this way, citizenization of urban farmers could develop within urban areas constantly and efficiently.
