Research On Online Car-hailing In S City Basing On Governing By Network Theory

In the context of the rapid development of Internet technology,online ride-hailing cars have begun to enter the public's perspective in response to the needs of urban development.Due to their comparative advantages in meeting consumer needs and improving consumer experience,The ride-hailing market has shown an exponential growth.As a product of the "Internet +" and the sharing economy,online car rental has comprehensively improved the efficiency of social vehicles,and diversified choices have met people's travel needs.In July 2016,the Ministry of Transport of the People's Republic of China and several other departments jointly issued the "Interim Measures for the Management of Online Booking Taxi Operation and Service Management".Since the implementation of this measure,various localities have also issued specific rules suitable for the development of local online taxis.As an important central city in Northeast China,S city has also issued corresponding rules for the management of online car rental.However,due to the incomplete implementation of policies and insufficient government governance capabilities,problems such as how to manage the online car rental market in S city have become a hot topic of public concern..The thesis is divided into five parts.The first part is introduction.It mainly discusses the research background and research significance of this research.The second part is the definition of related concepts and theoretical connotation.From the four dimensions of designing network,connecting ties,network responsibility and dilemma,and capacity building of networked governance,the content of networked governance theory is explained in detail.The third part is the current situation and problems of networked car management in S city.A comprehensive review of the current status of ride-hailing vehicle governance in S city with reference to questionnaire survey data and interview materials,and from the cooperation of the ride-hailing vehicle management entity,the communication of the ride-hailing vehicle management entity,the implementation of the implementation rules for the ride-hailing vehicle management,and the ride-hailing vehicle management entity From the perspective of ability,this paper studies and judges the problems existing in the process of online car rental management.The fourth part is the analysis of the reasons for the problem of network car rental management in S city.Analyze the root cause of the problem from four aspects: the design of the governance network framework,the connection between the governance subjects,the management standard system,and the construction of the governance team;the fifth part,the countermeasures and suggestions for the solution of the governance problem of the network-based ride-hailing in S city,and the root cause of the benchmark It puts forward specific countermeasures and suggestions from four aspects: the design of the governance network framework,the connection between the governance subjects,the standardized management system,and the construction of the governance team.Based on the problem orientation,this paper selects S city as the main research object.From the perspective of networked governance,it explores the governance of online city rides in S city in depth.It uses the literature research method,questionnaire survey method,and interview method to analyze the city city network appointment in depth.The relationship between various subjects in the process of vehicle management,found the problems existing in the process of online car rental management,analyzed its essential reasons,and proposed specific and feasible countermeasures.Proposing a discussion on the governance of the city's online car rental can provide the city's government with experience in managing other emerging industries,promote the healthy development of the city's online car rental market,and help modernize the governance capacity of the city.
