Triggered by the advancement of Internet technology and burgeoning of Sharing Economy,online car-hailing service has emerged and matured in recent years.Online car-hailing industry has become increasingly prevalent in many cities in China since2014.It occupied market share rapidly through giving out a great number of coupons,which resulted in a great impact on conventional taxi industry and further resulted in a dramatic conflict between newborn and conventional car-hailing industries.However,it is undeniable that the existence of online car-hailing in China has hugely facilitated transportation of the mass on one hand,and relieved heavy urban traffic pressure on the other hand.Anyhow,as a newborn car-hailing service,there still exist some deficiencies,such as the scanty management experience by governments.In 2016,China's Seven Ministries issued the Tentative Measures for the Administration of Online Car Hailing Services,which conferred legitimacy on online car-hailing service.Since then,detailed regulations released in many cities domestically,which benefitted the management of online car-hailing industry.But in the majority of Chinese third-tier cities,there still exist stubborn problems during the management process,such as duplicating the management methods on taxies to manage online car-hailing service and lack of innovation.Considering that nowadays,the research foci of domestic scholars have concentrate mainly on the status quo of online car-hailing service in first-tier cities like Beijing,Guangzhou etc.while the current situation of online car-hailing service in third-tier cities has not been given due attention,this thesis is written to study the current situation of online car-hailing management in a Chinese third-tier city—Daqing,located in relatively remote area in the northeast part of China.Basing on Governing by Network theory,the author explores the connection among subjects existing in the process of online car-hailing management in Daqing,finds problems in the process of online car-hailing management,analyzes the reasons accounting for the problems and puts forward reasonable and feasible suggestions on solving the problems.Composed of five chapters,the thesis starts with an introduction,presenting the search background,research significance,current domestic and overseas situations,research method as well as innovations.The second chapter acts as a literature review,which summarizes the definition of online car-hailing and Governing by Network theory:illustrating characteristics of online car-hailing service,and interpreting the four major parts of Governing by Network theory systematically,i.e.Designing the Network,Tying that Bond,Networks and the Accountability Dilemma,and Building the Capacity for Network Governance.In the third chapter,through a case study,the author mainly analyzes the status quo and problems of the management of online car-hailing industry in Daqing from the perspectives of the regulations enacted by the government and the conditions of online car-hailing platform.Through analyzing,the author finds that the major problems are the deficient participation of subjects related to online car-hailing,ineffective communication channels and inadequate execution of the regulations,and incapability of the management teams.Chapter four is a cause analysis based on Governing by Network theory.The author concludes the following reasons: the faultiness of network design,fragmentary bonds among related subjects,unsound responsible mechanism and insufficient training for the related management teams.In the last chapter,the author puts forward specific suggestions on improving the online cat-hailing management in Daqing: building a framework of managing online cat-hailing supported by Governing by Network theory,building the bonds among related subjects,strengthening responsible mechanism and intensifying the construction of management teams for online car-hailing industry.
