The Research On The Problem Of China Online Car-hailing Regulatory Policy

With the great development of Internet technology,there comes out lots of newer industries,which makes people's life much more convinent.The emergence of Online Carhailing solved the problem of Urban public transportation and matched the needs of the public travel.However,how to manage it becomes a complicated problem.China Ministry of Transport and other departments issued the Interim Measures for the Management of Online Car-hailing service on October 10,2015.Then,the Ministry of Transport and other departments officially promulgated the Interim Measures for the management of Online Carhailing service on July 28,2016,and the new rules will be put into effect on November 1st of the same year.China's authorities have given the green light to Online Car-hailing services,which makes China the first country in the world to roll out state-level regulations.Even the new rules give the Online Car-hailing a legal identity and bring benefits to this newer industry,there're still some rules are not that clear,which makes different parties argue about it.The purpose of this paper is to analyze the uprising of the Online Car-hailing,the characteristics of the traditional taxis,and the development status of the taxis on the basis of the Government Supervision Theory and the Local Public Goods Theory.And summarize and explain the formation process of the new rules.We will discuss the new rules in this four aspects: nature of the online car-hailing,the qualification of the online car-hailing,the supervision of the online car-hailing platform and the relationship between the online carhailing and the tranditional taxi.This paper reviews the opinions and comments on the new and local rules,regulations of the Online Car-hailing,and puts forward some thoughts and advice on the nature of Online Car-hailing,the qualification of the Online Car-hailing,the supervision of the Online Car-hailing platform,the relationship between the Online Carhailing and the cruising taxi,and the relationship between the subject of Online Car-hailing supervision.Hope it can provide some useful suggestions and references for the government regulation of the Online Car-hailing,and to help find a new regulatory model.
