| Since the emergence of online car-hailing,huge travel demands of the public speeds up its development.Despite of great convenience it brings to people’s life,online car-hailing generates a number of problems,like doubt over its legitimacy,loopholes in its safety supervision,unclear supervision responsibility division,and disorderly market competition.Though the government and online car-hailing platforms have been trying to improve its safety supervision system,there still exists quite a few loopholes,which brings problems and challenges to the government.We must ascertain the current problems and their underlying reasons by fully grasping the development status of online car-hailing business in China in order to ensure the quality of safety supervision.Firstly,this article gives a review of the Chinese and foreign literature related to safety supervision over online car-hailing,and defines key concepts like online car-hailing,online car-hailing safety and safety supervision.Secondly,the article expounds on relevant theories of government regulation and coordinated management theory,and explains the guiding role and close relation of theories to online car-hailing safety supervision.Based on these theories and an extensive study on the safety supervision of online car-hailing in China.the article summarizes the current status and major problems of Chinese online car-hailing safety supervision,analyzes its underlying reasons,and highlights the importance of innovating and improving the methods for online car-hailing safety supervision.Thirdly,the article analyzes the development of online car-hailing abroad,and finds out by comparison four countries which enjoy fast development of this business and relatively sophisticated safety supervision framework.And then the article puts forward opinions on online car-hailing safety supervision in line with the actual conditions based on the Chinese reality by absorbing the essential foreign experience,which includes the related policies,later stage supervision strategy,and reinforcement of car-hailing safety supervision.It tries to build a relatively sophisticated safety system for the safety of passengers and drivers in this business,which can not only ensue a normative market and the public’s safety,but also boost its high-quality development and create a win-win situation for government supervisors,platform builders and service users.The article applies such research methods as literature research method,interview method and comparative analysis method.By extensively looking up relevant documents and interviewing online car-hailing drivers,combined with the summarized problems in Chinese online car-hailing safety supervision.The article tries to improve overall the current safety supervision model and build a relatively sophisticated safety supervision framework from various perspectives of entire-process supervision,supervision responsibility division,legislation improvement,boost of public participation enthusiasm as well as data sharing.Meanwhile the government should change its conventional philosophy for management and form a chain of management,where online car-hailing companies are managed bygovernment and drivers and cars by their companies,so as to give the best play to every party’s advantages and realize effective and high-quality supervision over online car-hailing. |
