Study On The Coordinated Development Of Northeast China

Since the implementation of the first round of the Northeast Revitalization Strategy,the development of the Northeast has achieved certain results.The per capita GDP of Liaoning Province increased from 14,270 yuan in 2003 to 53,527 yuan in 2017.During the same period,Jilin Province increased from 9,854 yuan to 54,838 yuan,and Heilongjiang Province from 10638 Yuan increased to 41,916 yuan,which increased by 2.75 times,4.57 times,and 2.94 times,respectively.However,while the level of economic development is constantly improving,the cost of resources and environment brought by the extensive development with high investment and high consumption cannot be ignored,nor the development problems in the "short board"fields such as people's livelihood.The report of the 19th National Congress of the Communist Party of China pointed out that the main contradictions of our country in the new era have been transformed into "contradictions between the people's increasing needs for a better life and imbalanced and inadequate development."Accelerating the coordinated development of the Northeast is of great significance to solving the problem of imbalances and inadequacy,and it is also the only way to achieve high-quality development and comprehensive and all-round revitalization in the Northeast.Coordinated development is affected by multiple factors.It is of great significance to study the coordinated development of Northeast China from the aspects of economy,resources and environment,and people's livelihood.This article first sorts out the relevant literature of regional coordinated development,and determines the research angle and method of this article based on the review of existing literature.Secondly,it analyzes the theoretical basis of coordinated development,explains the relationship between the three systems of economy,resources and environment,and people's livelihood,and introduces the method of measuring the level of coordinated development.Thirdly,it analyzes the current coordinated development situation of the three provinces of Northeast China,and compares them with their counterparts of Jiangsu,Zhejiang,and Guangdong to reveal gaps and deficiencies.Then,based on the theoretical analysis and current situation analysis,the panel data of the three provinces in Northeast China were empirically analyzed from 2003 to 2017,and the comprehensive development status of the three provinces in Northeast China was calculated using the entropy method.Further,the coupling coordination model is used to measure the coupling coordination of the two systems and three systems of the three northeastern provinces,and the coupling coordination development stages are classified.The results show that the overall development level of the three provinces in Northeast China has been on the rise since 2003,and considerable development achievements have been made.Compared with the three provinces,the development of Liaoning as a whole is better than those of Jilin and Heilongjiang;the coupling degree of the three northeastern provinces' economy,resources,environment and people's livelihood system is generally high,which is in the stage of running in and high coupling;the coupling coordination among the systems is not high,but it shows a growth trend and experiences moderate maladjustment,mild maladjustment and near maladjustment,and has stepped into the stage of grudging coordination.Finally,the article summarizes the existing problems and reasons in the process of coordinated development of the three northeastern provinces,and puts forward relevant countermeasures and suggestions.
