It has been the 41 st year since China adopted the reform and opening up policy.With the market economy as its core,the reform has made great strides in China's economic development.In the meantime,the state-owned enterprises gradually become an indispensable force in the development of China's real estate enterprises.However,as an important means to guarantee the nature of state-owned enterprises,the function of party construction work has been weakened due to its simplistic and rigid management,which slowly lags behind the development of enterprise economy.Therefore,considering the new situation of current economy,how to give full play to the Party members' exemplary role by further improving the management policy especially combining with the psychological contract theory in the state-owned real estate enterprises is an important research content of contemporary enterprise management to better enhance the cohesion and loyalty to the enterprise as well as to stimulate their potential abilities.As a way of flexible management,psychological contract is an important management theory to build equal,active,progressive and harmonious enterprise culture and to improve scientific management of enterprise.It regards the employee's job satisfaction as the core and includes all the general implicit expectations between the enterprise and employees.Engaging in the whole process of psychological contract of EAR(Establishing,Adjusting,Realization)cycle,the enterprise can achieve mutual benefits by meeting the staffs' expectations and improving the competitiveness of organization.Based on the psychological contract theory,this paper discusses how to effectively tighten up the management level of the Party members from the perspective of the psychological contract in the state-owned enterprise to enhance the cohesion and solidarity of the staff as well as to promote the enterprise's whole performance.WY is a wholly owned subsidiary of a large state-owned listed company,its management policy of the Party members is also typical among the local state-owned real estate enterprises.As a real estate enterprise which invests in the country-level cities,the Party member management work has been regarded as an important part in the human resource management at all times.However,how the party construction work affects positively the human resource management and even the organization performance,and how it ultimately helps the enterprise develop healthily.The studies of these problems not only provide some profound theory support for the management policy of the Party members,but also expand the way of thinking in the business management theory for other similar state-owned enterprises.This paper is divided into five parts: the first part is introduction,including the specific question mentioned before and methodology of the research;the second part mainly elaborates on the content of psychological contract theory and its management concept,character and process during the enterprise administration of the Party members;the third part mainly demonstrates that how to optimize the management policy of the Party members based on the psychological contract theory;the fourth part takes WY as case study;the fifth part presents the summary and outlook of the future management policy of the Party members in the state-owned real estate enterprises.Taking WY as an example,this paper adopts empirical research method to demonstrate that the strengthened proposals of the psychological contract management for the Party members can have a positive influence on the whole enterprise performance.Thus,we can draw a conclusion that the Party members' sense of belonging and cohesion could be enhanced by strengthening the management of the psychological contract,so as to further heighten the enterprise management ability of the Party members and finally help the enterprise to develop to a higher level.
