Constructing the people-oriented culture is a very important strategic part of the state-owned enterprise reform. At present, there still are many state-owned enterprises that don't realize the importance of the culture transform and the bad infulence which may be caused by the lag of culture. These enterprises lack the profound understanding on how to constuct and manage the new enterprise culture. The related theory of psychological contract provides some useful edification for culture reconstruction to the state-owned enterprises. This paper attempts to combine the research results on these two domains of psychological contract and enterprise culture. This paper systematically discusses the interactive relationship of psychological contract and culture construction of the state-owned enterprises.According to the comparative research on literature materials, this paper consults domestic and foreign newest research results about the enterprise culture and psychological contract, and trys to innovate under the certain circumstance of state-owned enterprises, from a perspective of psychological contract, The author analysises the connotation in enterprise culture, and tiys to probe into the applied theory of enterprise culture construction.By analysing step by step, The author gets the following conclusion : It is helpful for enterprises to form shared values if we integrate the constructing of psychological contract with the cultural construction of our state-ownded enterprises, and the people-oriented values can deeply root among the employees by using this mode. It can also make enterprise cultural construction more feasible. Our state-owned enterprises should carry on culture transformation based on good psychological contract, then the employees can apprehend the new-style culture more effectively and identify with the new-style culture. And only by that means, staffs can fling themselves into the culture construction consciously. Aimming at the " superficialness phenomenon" and "brain drain" in corporate culture constructing, The author proposes an elementary thought of carrying out state-owned enterprise cultural construction based on psychological contract as follows: firstly, we should promote the culture reform by reconstructing psychological contract; secondly, we should put the people-oriented culturalstratagem into practice by building the new-style prompting mechanism; Furthermore, we should create the people-oriented cultural atmosphere by building the psychological contract system...
