| In recent years,"Chinese style" economic growth model shocked the world,but at the same time,the problem of low efficiency of scientific and technological innovation in China is increasingly prominent.Since the 19 th National Congress of the Communist Party of China,a series of new ideas and new strategies on innovation and development have been put forward.As the main body of innovation,enterprises have also realized the far-reaching impact of independent innovation on enterprises and even on national development.As the carrier of enterprise innovation,the continuous promotion of R & D technology innovation activities to improve the quality and quantity of enterprises' R & D innovation ability and promote the stable growth of national economy It's important.Based on the data of R&D technology innovation activities of Industrial Enterprises above Designated Size in mainland China in the past 2011-2017 years,the application of Arcgis 10.7,DEA SOLVER 6.3.1 and Eviews 9 software,firstly,the main source structure and the spatial and temporal distribution of expenditure structure of R&D technology innovation activities in mainland China are summarized and analyzed.Then,the SBMDEA efficiency of the R&D technology innovation input and output efficiency is calculated and analyzed by using the super efficiency SBM-DEA method.Finally,the fixed income model and random effect model are used to describe the indicators of the income and expenditure structure of the region and other explanatory variables.The impact of input-output efficiency of R & D technological innovation is estimated.The conclusions are as follows:(1)during the research period,the total revenue and expenditure of R & D funds of industrial enterprises in China is increasing continuously;(2)the revenue sources of R & D funds in Shaanxi Province and Heilongjiang Province are guided by government investment,that in Zhejiang Province is guided by enterprise investment,that in Tianjin is guided by overseas investment,and that in Beijing and Guizhou Province is guided by R & D investment The source of fee income is guided by other capital investment;(3)R & D expenditure in Liaoning Province is guided by daily expenditure;R & D expenditure in Chongqing is guided by asset expenditure;R & D expenditure in Hainan Province is guided by investment in domestic research institutions;R & D expenditure in Qinghai and Gansu Province is guided by investment in domestic colleges and universities;(4)R & D technology of industrial enterprises in each province from 2011 to 2017 The input-output efficiency of innovation activities has not reached DEA efficiency,the R & D technological innovation efficiency value is low,and the output does not match the input.In the study period,the order of efficiency values of the four regions is: eastern region > central region > national average > western region > Northeast region;(5)there is no significant positive correlation between the total input of R & D funds and efficiency,and there is no significant negative correlation between the total expenditure of R & D funds and efficiency.In recent years,although the technological innovation ability of Industrial Enterprises above scale in Heilongjiang Province has been continuously enhanced,there is still a huge gap compared with other provinces and cities.Therefore,it is particularly important to actively explore the development path to improve the technological innovation ability of Industrial Enterprises above scale in Heilongjiang Province on the existing basis.The development level of R & D funds in Heilongjiang Province is compared with that in other regions of the country.The conclusions are as follows:(1)the income source structure of R & D funds in Heilongjiang Province is mainly enterprise funds,supplemented by government funds,and the expenditure structure of R & D funds is mainly daily expenditure,supplemented by asset expenditure;(2)the input-output efficiency of R & D technological innovation activities of industrial enterprises in Heilongjiang Province has not reached the national average level for many years,and the efficiency value fluctuates between 0.18-0.52,showing an increase The trend of long lower re growth.The total income and expenditure of R & D funds are not significantly positively related to efficiency.(3)Heilongjiang Province has many shortcomings in the independent R & D capability of industrial enterprises,the support of innovation funds,and the support of external environment.It is suggested to expand the source structure of R & D,improve the independent R & D capability of enterprises,expand the professional research team,and introduce advanced innovation equipment We should introduce and cultivate talents,strengthen the construction of enterprise innovative talents team,ensure the support of relevant government policies,open up the channels of enterprise financing,actively carry out the cooperation system of production,learning and research,and improve the social service system to improve the independent innovation ability of industrial enterprises in Heilongjiang Province. |
