Research On The Selection And Spatial Distribution Of Leading Industries In Provincial Development Zones Under The "New Normal"

In the process of rapid development of cities and towns,provincial development zones(specifically "development zones established with the approval of the people's governments of provinces,autonomous regions and municipalities directly under the central government")have become an important carrier of regional industrial development and the main support of the economy,playing an important role in promoting the transformation of regional development mode,leading the upgrading of industrial structure,driving regional economic development and accelerating the process of industrialization and urbanization.With China's economy entering the "new normal",the industrial spatial structure of provincial development zones is facing optimization and upgrading.The key to optimizing and upgrading the industrial structure space of provincial development zones under the "new normal" is the correct choice and reasonable layout of leading industries in provincial development zones.At present,there is little research on the selection and spatial layout of leading industries in provincial development zones under the "new normal".Therefore,the study on how to select and spatial layout of leading industries in provincial development zones under the "new normal" has important practical value and theoretical significance for the construction and development of provincial development zones.First of all,on the basis of combing the relevant research at home and abroad,this paper defines the concepts of "new normal","provincial development zone","leading industry" and"industrial spatial layout",and systematically analyzes the theories on leading industry selection and industrial spatial layout,laying a theoretical foundation for this study.Secondly,according to the connotation and characteristics of the development of leading industries and the requirements of the "new normal" for the selection and development of leading industries in provincial development zones,this paper puts forward the principles to be followed in the selection of leading industries in provincial development zones under the "new normal" to determine the selection direction of leading industries.Based on the principle of leading industry selection,five criteria for leading industry selection are proposed as the quantitative analysis benchmark layer.On this basis,the influence of objective environmental factors on leading industry selection is considered,and three constraints for leading industry selection are proposed as the qualitative analysis basis for leading industry selection.Based on the three constraints of leading industry selection,qualitative analysis is carried out on the industrial foundation of provincial development zones to preliminarily select alternative leading industries,an evaluation index system for leading industry selection is established according to the five criteria of leading industry selection,and a quantitative analysis model for leading industry selection of provincial development zones under the new normal" is constructed by using analytic hierarchy process.Thirdly,the paper analyzes the effect of leading industries on the spatial structure of provincial development zones,analyzes the factors that affect the spatial layout of leading industries,sorts out the spatial layout patterns of leading industries and analyzes the effect of each layout pattern,and constructs the spatial layout ideas of leading industries of provincial development zones under the "new normal".Finally,based on the model of leading industry selection and spatial layout of the provincial development zones under the "new normal" constructed above,and taking Shiquan provincial economic and technological development zone as an example for empirical research,it is determined that the leading industries in Shiquan provincial economic and technological development zone are sericulture and selenium-enriched industries,and the layout forms an industrial spatial pattern of "two poles" development.
