One of the most important issues concerning people's livelihood in China is to improve the living conditions of low-income urban residents and accelerate the construction of low-income housing projects.This is a timely move to promote China's economic and social development and is of great significance to improving people's livelihood and promoting social harmony and stability.In recent years,our country economy fast development,the real estate enterprises benefit from this,the house prices soaring,the government to increase investment in affordable housing project,at this time on house prices will be conducive to macroeconomic regulation and control,to better complete the adjustment policy goals,house prices reduce the low-income residents to "nowhere" in panic,to prevent the faster pace of increase in housing prices.At the same time,the investment in indemnificatory housing projects is conducive to driving economic growth,and the construction of a large number of indemnificatory housing can enable the middle and low income people in China to have their own houses and shelter them from the wind and rain.With a lower cost to obtain a place to live,more money can be used to improve life,improve national consumption power,expand domestic demand.However,as the construction has been intensified,some problems have emerged.For example,the quality of indemnificatory housing has become a common occurrence,and the funds of indemnificatory housing projects have not been timely put in place or even misappropriated.Supporting facilities are not complete,remote location;The unfair distribution fails to ensure that all the benefits are covered and the exit mechanism is not perfect.Therefore,we are not only concerned about whether the construction of the affordable housing project has been accelerated,but also whether it has achieved the expected goal and gained benefits.Under such circumstances,the effectiveness of the performance evaluation system of indemnificatory housing projects plays a crucial role in improving the related aspects of the construction of indemnificatory housing projects.The core of this paper is to analyze and improve the deficiencies of the performance evaluation system of indemnificatory housing projects in China.On the careful analysis about the projects of fiscal expenditure performance evaluation at home and abroad and the current affordable housing project construction accountability mechanism,on the basis of analysis of affordable housing in our country at present the problems existing in the project performance evaluation system,then according to the relevant theoretical basis of fiscal expenditure performance evaluation of project according to the fuzhou city housing project to build a set of performance evaluation index system based on BSC,including the five performance dimensions: Social security housing users,finance,internal process,sustainable development,public management,as well as 11 secondary indicators and 38 tertiary indicators,using expert evaluation method and analytic hierarchy process to determine the weight of each index and score.Fuzhou city housing project weighted score of 80.01 points,after research conclusion as criterion layer of the five indicators of evaluation results is good,also some obvious deficiencies at the same time,to extract useful information from the result of the performance evaluation,found that the existing drawbacks,ultimately about how to further improve the affordable housing project performance,pay attention to site selection and planning,strengthening the supervision and administration,broaden the financing channels,to ensure the fair distribution,the implementation of the accountability system of five Suggestions,in order to the development of affordable housing in China and the performance evaluation to provide content for reference.
