Research On The Integration Of Resources In The Process Of Poverty Alleviation In Village-level Communities

China's poverty alleviation and development work has entered a critical period.Completing the poverty alleviation task on schedule is not only the bottom line goal of building a well-off society in an all-round way,but also ensuring the achievement of two hundred-year struggle goals.As precision poverty alleviation has entered a critical stage,the rational use of poverty alleviation resources has become a new focus of attention.Poverty alleviation resources,as an important activation factor to promote the development of poverty-stricken areas,are affected by factors such as resource endowment in the poverty-stricken areas,division of grassroots organizations,and elite capture in the process of resource transmission.,Failed to maximize the benefits of resources.This study takes S Village in X County as a case,using questionnaire survey method and case interview method and other research methods to conduct a field survey on the poverty status,input and use of poverty alleviation resources in S Village.Analysis of the problems in the use of resources,exploring the factors that affect the optimal allocation of poverty alleviation resources in village communities,and then proposing a path for the optimization and integration of poverty alleviation resources in village communities to activate the endogenous force of village communities and achieve long-term poverty alleviation.Through investigation and research,it is found that there are problems in the input and use of poverty alleviation resources in the S village of X County at this stage,such as the competition and game of the main body of poverty alleviation activities,the inaccurate target of resources,and the mismatch of resource input and demand.The competition deviation of the main body of poverty alleviation actions is specifically manifested in: the grassroots government's pursuit of short-term interests,the lack of autonomy of village organizations,the insufficient coordination between the main bodies in the village-level community,the unbalanced resource game between the village committee and the poor households;the inaccurate resource targeting is specifically manifested as: Mis-evaluation,under-evaluation andpoverty-returning phenomenon of poor households in the identification of poor households;the mismatch between resource input and demand is mainly through the use of quantitative methods to analyze the feedback of poor households on the integration of resources of the main body of poverty alleviation and obtain the deviation of resource matching and expectations Sexual conclusion.By analyzing the existing problems,the main influencing factors are summarized as follows: First,the fragmentation of organizational structure and information asymmetry;Second,the capture of rural elites has weakened the integration function of poverty alleviation resources,Third is the imprecision of poverty identification mechanisms and demands,and fourth is the village level.The endogenous motivation of the community is underdeveloped.Under the guidance of the developmental social policy thinking with the endogenous development concept as the core,this paper constructs a path for the integration and optimization of village-level community resources from the following aspects: First,it is oriented to government services to build a multi-subject collaborative poverty alleviation resource integration mechanism;It is guided by the allocation of poverty alleviation resources to build a precise poverty alleviation identification mechanism;third,it is guided by the development of village-level communities to form an endogenous motivation mechanism for poverty alleviation.
