Research On Cultivating Endogenous Motivation Of Rural Poor Groups In Precision Poverty Alleviation Work

The problem of poverty has a long history.All countries in the world regard the eradication of poverty as an important part of national governance.Since the 18 th National Congress of the CPC,the CPC Central Committee with Comrade Xi Jinping at its core has made precision poverty eradication one of the three major challenges that must be tackled resolutely.At present,the precise poverty alleviation work has entered a critical stage,and the endogenous development impetus of the poor groups is of vital importance to the realization of the great goal of building the Xiaokang in an all-round way.City X is located in the hinterland of Central Plain,has a good resource endowment and Development Environment,at the same time,it is also facing a more severe task of poverty alleviation.In recent years,through strengthening the Organization and leadership of poverty alleviation work,increasing the input of poverty alleviation projects and public services,and strengthening policy publicity and supervision,the work of poverty alleviation has achieved remarkable results there is also a lack of attention to the inner dynamics of the poor.Taking x city as an example,the author analyzes the Endogenous Development Dynamics of the rural poor groups in the city through the method of questionnaire and interview.Based on the experience of the cadres in poverty alleviation and the opinions of the experts concerned,this study designed the questionnaire of the endogenous development power of the poor groups into four dimensions: Policy Dependence,ability promotion,Opportunity Grasp and self-expectation A total of 560 questionnaires were distributed and 428 valid questionnaires were recovered.Through the interpretation and analysis of the relevant data,it is found that the endogenous development motive force of the rural poor groups in x city is low,which is mainly manifested in:(1)the policy-dependent ideas such as existence,dependence,and so on;(2)being content with the status quo and lacking interest in the outside world and new things;(3)lack of crisis awareness;(4)low enthusiasm to participate in poverty eradication,there is a phenomenon of blind comparison.Through the research,we find that this negative state of the poor group is influenced by both social factors and policy factors.As far as social factors are concerned,the main factors are the sense of small-scale farmers caused by the lack of material resources,the lack of the dominant position caused by the government,the influence of group subculture,and as far as the policy factors are concerned,there are mainly the release of anti-poverty policy dividend,the misinterpretation of Insurance Policy and the tendency of over-helping in policy implementation.In order to cultivate the inner motive force of the rural poor group in x city,the author thinks that we should arouse their self-development consciousness by strengthening the propaganda and leading,encouraging the participation in the poverty management,optimizing the social network of the poor group To enhance the self-ability of the poor by increasing the input of basic compulsory education and the supply of Vocational Skills Training;Through improving the performance appraisal system,improving the training and supervision mechanism of the poor cadres,optimizing the use of funds mechanism to reduce its policy dependence.
