Research On Evaluation Of High-tech Industry Technology Innovation Efficiency In Coastal Areas

In recent years,China's high-tech industry has achieved rapid development,but the development of high-tech industries in various regions has been uneven,and there is still a large gap compared with western developed countries as a whole.China's coastal areas have favorable geographical and policy advantages and have become the focus of China's economic development.The technological innovation capabilities of high-tech industries in the coastal areas also represent,to a certain extent,the level of technological innovation in China's high-tech industries.At present,how to promote the sound and rapid development of high-tech industries in coastal areas,highlight the strength of China's high-tech industries,and promote the development of high-tech industries in other regions is an important issue that China faces.The literature and development practices of developed countries show that the key to the development of high-tech industries is to improve the efficiency of technological innovation.Therefore,this article identifies the research object as the technological innovation efficiency of high-tech industries in twelve coastal regions of China.This paper bases on the characteristics of the development of high-tech industries in coastal areas and combines with the results of existing literature,and the three-stage data envelopment analysis method is used to construct high-tech industrial technology innovative efficiency evaluation model.From the perspective of empirical analysis,this paper uses DEAP software and the data in the China High-tech Industry Statistical Yearbook 2010-2016.It finds problems in the technological innovation efficiency of high-tech industries in coastal areas and gives corresponding policy recommendations.The research in this paper finds that overall,there is still a certain gap between the comprehensive technology innovation efficiency of the high-tech industry in coastal areas and the production frontier.The development of coastal areas is unbalanced,and there is a certain gap between different regions.The main reason for the low efficiency of technological innovation in high-tech industries in coastal areas is the low efficiency of scale.After the adjustment,the comprehensive technical efficiency of some coastal areas has declined greatly,which indicates that the high-tech industry in some areas relies on random errors such as environmental conditions and luck,and their technological innovation efficiency levels are overestimated.The technological innovation efficiency of high-tech industries in coastal areas is higher than that in non-coastal areas,and the ability to use resources is more effective.Finally,this paper puts forward relevant policy suggestions,such as optimizing resource allocation and improving resource utilization efficiency;standardizing the market environment and establishing reasonable foreign investment policies;strengthening policy guidance and establishing relevant systems to encourage technological innovation;promoting regional exchanges and cooperation and promoting regional common development;enterprising restructuring to improve economies of scale;paying attention to the technological innovation environment and build a good technological development environment.The research in this paper expands the field of high-tech industry technology innovation research and promotes the development of regional innovation theory.This research is meaningful in theory and practice,which provides reference for improving the efficiency of high-tech industry technology innovation in coastal areas of China and enhancing the strength of our high-tech industry.
