The High-tech Industry is a thriving industry of strategic importance to the national economy, guiding the future direction of a nation’s economic and technological development. China, though a latecomer in developing high technology, enjoys a rapid and extensive growth in recent years. A scientific measure of the innovative rate of high technology can help reveal the existing problems in this field, advance both high-tech industry and other relevant traditional ones, and promote the upgrade of industrial structure.This paper looks into the high-tech industry in China and establishes a model to assess the input and output of innovations in the high-tech area by using factor analysis and a three-staged DEA, as well as by taking the real demands of innovation effectiveness evaluation and the characteristics of high-tech industry into consideration. This model is based on the study of the practical and the theoretical ways of innovation, as well as the present situation and existing problems in high-tech industry. The paper also analyzes the data selected from The Yearbook of China’s High-tech Industry(from 2007 to 2013) with SPSS and DEAP and conducts effective assessment of the input and output of innovations in different regions, so as to unfold problems in this regard and propose corresponding suggestions.The study finds out that the innovative rate of comprehensive high-technology in China, with regional differences, remains limited. Other problems include the waste of innovative resources and a limited scale efficiency which mainly accounts for the overall low efficiency of high-tech innovation and thus requires an expansion of industry scale and advancement in industry efficiency. Besides, the comprehensive technology efficiencies between the eastern, the middle and the western regions remain generally undifferentiated, among which that of the eastern region being the highest and that of the middle region the second.
