| Scientific and technological innovation is the foundation for the sustainable development of the world economy under the background of the new technological revolution,and it is also the new kinetic energy and backbone of China’s transition to an innovative country.As one of the important old industrial bases in Northeast China,Liaoning Province currently has problems such as slow economic development and irrational industrial structure.With the full implementation of the national innovation-driven development strategy and the successive introduction of policies to revitalize old industrial bases,Liaoning Province faces new opportunities and challenges.Relying on technological innovation,transforming the economic development mode and realizing industrial transformation and upgrading are the inevitable choices for high-quality development in Liaoning Province.Scientific and technological innovation capability is an important basis for measuring the level of scientific and technological innovation.How to improve scientific and technological innovation capability is an important issue that needs to be solved urgently at present.Based on the strategic management theory,innovation theory,sustainable development theory,and competitiveness theory as the theoretical basis,this article comprehensively uses research methods such as literature analysis,induction and deduction,and factor analysis to study the issue of scientific and technological innovation in Liaoning Province..First,define the connotation and nature of scientific and technological innovation,scientific and technological innovation strategies,and regional scientific and technological innovation capabilities.Secondly,the state of science and technology innovation in Liaoning Province is elaborated,and the environment of science and technology innovation in Liaoning Province is analyzed.On this basis,the key elements of science and technology innovation in Liaoning Province are identified: the elements of science and technology innovation environment,the elements of science and technology innovation input,and the elements of willingness of enterprises to science and technology.Third,innovatively construct an evaluation index system of science and technology innovation capabilities from three dimensions: the elements of science and technology innovation environment,the elements of science and technology innovation willingness,and the factor of willingness to science and technology innovation of enterprises.The factor analysis method is used to comprehensively evaluate the science and technology innovation capability of Liaoning Province.The evaluation results show that Liaoning Provincial scientific and technological innovation capabilities are at a general level,and there is much room for improvement.Finally,based on the results of the evaluation of scientific and technological innovation capabilities in Liaoning Province,the main problems in scientific and technological innovation in Liaoning Province are analyzed: insufficient government policy support for scientific and technological innovation,relatively weak synergy among the main bodies of scientific and technological innovation,and investment in scientific and technological innovation.Obviously insufficient resources and lack of motivation for enterprises to carry out scientific and technological innovation activities.In combination with these issues,we choose to improve science and technology innovation policies,create a good environment for science and technology innovation,encourage the flow of science and technology innovation elements,realize the synergy of science and technology innovation subjects,increase investment in science and technology innovation,cultivate science and technology innovation talents,enhance the power of science and technology innovation,and mobilize Strategies such as the company’s willingness to innovate in science and technology to enhance its scientific and technological innovation capabilities. |
