Science and technology obviously makes the qualities of lives better. The strength of a area is present at the ability of the innovation of science and technology. As the resource input of technology and science is in a bigger and bigger amount, the analyze of performance of technology and science innovation can supply a reference for distributing the science resources. As a result, the article analyzes the ability of technology innovation based on the science and technology innovation ability and performance.Firstly describe the regional advantages difference, institution difference, supporting polices, R&D inputs and outputs of the five units, then analyze the innovation ability of 31 provinces in the result that the score of Hebei is in rank of 19.The innovation abilities of 11 cities in Hebei will be counted and concluded that Shijiazhuang, Tangshan and Baoding is in the frontier.Then this article uses DEA method to evaluate the innovation performance of 11 cities in Hebei, and concludes that Shijiazhuang, Xingtai is in the inefficiency of technology. It is concluded that also Coal Mining and Dressing, Chemical raw materials and chemical products manufacturing, Medicine manufacturing is in inefficiency status of technology innovation.At last, In the view of circum-Bohai-Sea, and analyse the high-tech industries in the aspects of development strategies, the industrial structure and the factory types. It is concluded that the performance score of Shijiazhuang is lowest, and in the stage of decreasing resturn by analysing the performances of five provinces in Circum-Bohai-Sea by the DEA method.
