The competition of comprehensive nationalstrength all over the world gradually focus on the competition of science and technology,technical innovation is an important source of economic growth has become aconsensus.As the leader of the old industrial base in northeast China, Liaoning province mustaccurately and objectively evaluate its ability of science and technology innovation if itwants to change from a "technologically strong province" into "technologically largeprovince", from "manufacturing province" into "innovation province" in order to findout the existing problems and defects in time and take the corresponding developmentstrategy and policy measures.
