| The reform of rural collective asset stock cooperation system is an important part of the reform of rural collective property rights system and an effective way to solve the dispersed use of rural collective resources.In the rural revitalization strategy implemented by the central government,the reform of the rural collective economy stock cooperation system is an indispensable part,entrusted with the dual responsibility of "protecting the property rights and interests of farmers" and "strengthening the rural collective economy".For a long time,there have been problems with unclear property rights and chaotic management of rural collective assets,resulting in idle resources and restricting rural development.To break through these factors that restrict the development of rural collective economy,it is necessary to adhere to the principle that "clear property rights are the foundation of all development".Through the reform of the stock cooperation system for collective assets and the establishment of a clear property rights system in rural areas,a solid institutional foundation can be laid for the smooth entry of collective assets into the market for exchange and the establishment of an equal exchange relationship between urban and rural factors,thus achieving the goal of safeguarding the rights and interests of farmers.In this context,the central government proposes to vigorously promote the reform of the rural collective asset stock cooperation system,stimulate the driving force of agricultural and rural development,balance the relationship between the government,village collectives,and farmers,return power to the people,and allow farmers to share the development dividends.This study combines field survey data from 195 households in eight townships(streets)of P district to analyze the satisfaction evaluation of farmers towards the reform.Using case analysis and field research,the paper summarizes the main contents,specific practices and achievements of the rural collective assets stock cooperation system reform in District P.On the basis of fully organizing and analyzing research data and interview information,in-depth analysis is conducted on the problems and causes of the reform of rural collective asset stock cooperation system in P district,and targeted countermeasures and suggestions are proposed accordingly.Based on the survey results,the problems in the reform of rural collective asset stock cooperation system in P district were analyzed from five aspects: members of collective economic organizations,grassroots agricultural economic teams,governance structure,equity setting and management,and collective asset operation.In response to the above issues,this study proposes suggestions from five aspects.Mainly including: enhancing awareness,strengthening the participation of villagers,paying attention to publicity effectiveness in the implementation of policies,and effectively exerting the subjective initiative of farmers to participate in reform;Ensure the strength of grassroots agricultural economic teams,strengthen the training of relevant cadres and staff,and orderly expand talents;Improve the governance structure of collective economic organizations and explore the separation of powers between village committees and rural collective organizations;Breaking the lockdown,allowing for moderate transfer of equity,and gradually improving the property rights trading platform;Operate collective assets well,develop and strengthen the collective economy,strengthen policy support,and explore new forms of collective economic development. |
