As an indispensable agricultural production material in the production process of agricultural industry, chemical fertilizer has made a significant contribution to improve the efficiency of agricultural production and ensuring the effective supply of major agricultural products. With the significant development of agriculture in China, chemical fertilizers have occupied a major position,in the past ten years,a series of environmental troublesome occurred due to the overcapacity of chemical fertilizers and the excessive application of agricultural fertilizers.Meanwhile, the role of organic fertilizers in increasing the proportion of organic nitrogen in the soil, improving soil quality, and promoting the sustainable development of agriculture has attracted much attention. The fertilizer reduction alternative policy has become the policy goal of green agricultural production, and the replacement of chemical fertilizer by organic fertilizer has become the key technology to achieve this goal.As the implementer of the policy, farmers are the key to the success of the policy. In recent years, great progress has been made in the research on the reduction alternative policy, which has a positive impact on the behavior of farmers applying fertilizer reduction and has played a certain role in increasing income. Therefore, this article took the cucumber growers in the pilot area of Liaoning Province as the research object and propose the impact of the reduction alternative policy on the growers' fertilizer application behavior and the net income of facility vegetables.Afterwards it guides the growers in Liaoning Province to apply fertilizer scientifically and reasonably,it has a great significance to promote the implementation of reduction alternative policy and improve the sustainable development of agriculture. On the basis of reviewing the domestic and foreign relative research, this paper firstly references and defines concepts related to research, including facility vegetable growers, the growers' fertilizer application behavior and the reduction alternative policy;Secondly, according to the field of investigation by author, this paper made a descriptive statistical analysis of the basic characteristics of the growers, operating characteristics of agricultural production, fertilizer application behavior and cognitive characteristics, social external environmental characteristics;Thirdly, through the establishment of binary logistic model and analysis of grower's chemical fertilizer application behavior and influencing factors,it was found that whether to implement the reduction alternative policy had the greatest impact on the growers' fertilizer application behavior. Therefore,in order to further study the policy effect, through constructing the DID model and analyzing the impact of reduction substitution policy on the net income of growers,it results that the reduction alternative policy could indeed increase the net income of growers. Finally, countermeasures and suggestions from different perspectives was put forward.Including from the perspective of farmers,to use the Internet platform publicity and expert face-to-face training, field visiting, and interactive exchanges between farmers to increase farmers' awareness of organic fertilizer, established a new model of professional farmers to increase farmers' willingness to choose reduction alternative policy. From the governments' perspective, the implementation of fertilizer subsidy policies was specifically implemented for each household per acre of land, supervised all aspects of organic fertilizer production, and provides preferential policies for land lease for farmers applying organic fertilizer.
