A Study Of The Risk Management Based On Third-party Food Testing Agency

In recent years,China's food safety incidents have emerged in an endless stream,posing a certain threat to people's health and safety.In order to continuously improve the food safety supervision system,a revised version of the Food Safety Law was introduced in 2015,and the concept of social co-governance was introduced.Third-party food testing organizations began to emerge.Third-party food testing agencies are an important part of food safety regulation,if the test report issued is not true,it will not only get the serious punishment,but also bring huge economic losses to the enterprise;Something more severe is that it will cause unnecessary panic in the society,lead to a decline in the government's credibility.In view of this,the third-party food testing agencies must control all risk factors that may exist in each link in the testing process to ensure the accuracy and authenticity of the testing results.Therefore,the application of risk management in Third-party food testing agencies is of great significance.In this paper,it summarizes and analszes the research results of risk management of third-party testing laboratories at home and abroad from three aspects: risk identification,risk analysis and evaluation and risk response,and it determines the research content,ideas and methods of this paper.Secondly,it systematically elaborates the origin and definition of risk and its management,and analyzes the risk management theory of third-party testing laboratories.Based on the theory and analysis,it takes the company A of the Third-party food testing agencies as a case,with using the process method and case analysis method and combined with the characteristics of the testing process of the testing laboratory to make the preliminary risk list of Company A,and then adopting the Delphi method to conduct supplement of the indicators of risks,then the data analysis method is used to eliminate some risk indicators that is inappropriate,and finally the risk indicator framework system of company A is established.Based on the risk indicator framework system,the risk factors are analyzed andevaluated to determine 8 indicators of high risks of company A finally through the risk weight rankings and total risk value of company A that are obtained by using risk matrix method,Borda order value method and order relationship analysis method.Thus,starting from the four aspects of risk mitigation,risk retention,risk avoidance and risk transfer,the risk response strategy and corresponding risk response measures are formulated based on the results of risk analysis and evaluation of Company A.It is expected to provide valuable reference for the risk management of Third-party food testing agencies in the future.
