The globalization of economy and the prevalence of intra-product trade have built a global value chain.The global value chain has enabled different production stages such as R&D,production,and sales of high-tech products to be deployed in different countries.The industries and countries all around the world have deeply embedded in the global value chain.High-tech manufacturing is a typical manufacturing industry with high technological content and high added value.It can reflect the technical level and innovation ability of a country.All countries in the world regard improving the international competitiveness of high-tech manufacturing as the main orientation to seize the commanding heights of the future economy.Therefore,under the background that the high-tech manufacturing industries of various countries in the world have been deeply embedded in the global value chain,accurately measuring and improving the positions of a country 's high-tech manufacturing global value chain is important to enhance the country 's international competitiveness and achieving high-quality development.At the same time,in the context of the post-tariff era and economic globalization,the degree of trade openness of various countries has reached a relatively high level.Obstacles or barriers affecting cross-border trade activities are gradually being reduced or constrained,reducing transaction costs of trade and establishing efficient trade facilitation system has become an important part of multilateral,regional,and bilateral economic and trade cooperation.A country's level of trade facilitation can affect the flow of intermediate products and capital elements across countries,and also have an impact on the global production of high-tech manufacturing in the country.Based on this background,this paper first considers the industrial characteristics of high-tech manufacturing,constructs a global value chain position index from the perspective of global value chain value-added capabilities and control capabilities,and uses the entropy weight method to calculate the trade facilitation level of each country.Then,using the panel data of high-tech manufacturing in 39 sample countries,and using the panel data two-way fixed-effect model to empirically analyze the impact of a country's trade facilitation level on the country's high-tech manufacturing global value chain status,value-added capacity,and control capacity,the relevant empirical results also passed the robustness test.Secondly,this paper empirically tests the influence path of a country's trade facilitation level on the country's high-tech manufacturing global value chain status through the intermediary effect model.Finally,based on the results of empirical analysis,suggestions are made for the transformation and upgrading of China's high-tech manufacturing industry,and consideration is given to trade facilitation and the advancement of the global value chain of high-tech manufacturing industry under the current "COVID-19" epidemic.The empirical research in this paper finds that:(1)The level of trade facilitation significantly promotes the control capacity,value-added ability and position of the global value chain of high-tech manufacturing;(2)The level of foreign direct investment,the degree of opening,the government public services,the human capital and R & D capabilities can enhance the position of high-tech manufacturing,while the level of physical capital will inhibit the promotion of the position of high-tech manufacturing;(3)Customs Improvements in border management,financial and information services,infrastructure and transportation services,and government and regulatory environments will promote the position of high-tech manufacturing;(4)First,trade facilitation can improve a country's economic growth,and promote the global value chain control and value-added capabilities of high-tech manufacturing;second,trade facilitation has promoted the control of global value chains in high-tech manufacturing by increasing the input of foreign service factors,but suppressed value-added capabilities.
