In today's world, the industrial clusters have been leading the regional economic development. They are playing an increasingly important role in the world market. And industrial clusters have become bases for producing products and undertaking the industrial transfer, so they are leading more and more international trade.Market demands drive an industry to develop sustainably. Only if the final products were sold out can the goods value realize. And it would drive the development of raw material markets, the production and the local economy. So how can a cluster maintain the primary markets and open new international markets in the increasingly fierce global competition? To solve this question, it must be made clear what kind of factors are affecting the cluster's international trade, and how they affect respectively, according to which relevant countermeasures should be made to improve the trade competitiveness of industrial clusters. Herein lays the significance of this article.First of all, this paper describes theoretically the cluster effect and the dynamic development, based on which the paper searches for factors in the cluster affecting international trade. Combined with the trade motive theory of economies of scale, this paper put the clusters in a dynamic and open environment, in which local industrial clusters not only integrate with surroundings but also embed in Global Value Chains to conform international form and undertake foreign industry transfer. This paper selects factors from the internal and external relations respectively, with which clusters affect international trade. In the internal relations this paper mainly selects factors from four respects, namely comparative advantage, economics of scale, innovation and competition among enterprises, industrial environment; in the external relations, this paper selects from three respects, namely FDI, technology transfer and diffusion, opening rate. Then this paper analyzes the influential mechanism of each factor theoretically, which provides a theoretical basis for the following empirical analysis.Then this paper adopts empirical analysis based on the high-tech industry in Jiangsu Province. First it describes the development of this high-tech industry and its international trade condition, at the same time it measures the concentration degree of this high-tech industry and its trade competition index. Then it conducts empirical analysis of the cluster factor effects on the international trade. This paper adopts OLS, selects 7 and 4 indexes respectively from the internal and external relations and tests their impact on the international trade. Through the empirical analysis, it is found that in the internal relations the industrial environment has greatly promoted the international trade. But the traditional comparative advantage in the cluster is gradually lost. Besides the R&D expenditures didn't significantly promote the international trade. The independent innovation ability should be further strengthened. In the external relations, FDI and the local opening degree contributed significantly to the international trade. Besides, companies'investment for absorption and digestion of the foreign advanced technology has played a positive role on the international trade.
