The 2017 Government work report stated: "Support and guide the development of the sharing economy,improve the efficiency of social resources utilization,and facilitate people's lives.In line with the principle of encouraging innovation,inclusiveness and prudence,we will formulate regulations on emerging industries to guide and promote their sound development.”The issue of the sharing economy governance has officially entered China's policy agenda.In the aspect of the governme nt's regulatory intervention in the sharing economy has achieved certain results in the short term and alleviated some social problems,but the development problem of the sharing economy has not been eliminated,which is detrimental to the innovation of the sharing industry in the long run and inhibits the development vitality of the industry.In line with the service-oriented government concept of "streamlining administration and delegating power",this paper applies the service outsourcing strategy to the research on the governance of the sharing economy,encourages the mobilization of social forces to participate in governance,and establishes a comprehensive network governance system.The author thinks that there are two different operation modes of the sharing economy,and the development mode of service outsourcing should be adopted according to the characteristics of different types of the sharing economy when it is applied to the industrial governance of the sharing economy.This paper will classify the sharing economy from the perspective of resources,and propose different governance strategies for different types of the sharing economy so as to fit the development characteristics of the sharing economy and guide the healthy development of sharing industry.Quasi public goods theory and the introduction of services outsourcing theory bring new research angle for the research of the sharing economy.The paper's main research contents are as follows:(1)Detail the research background and research significance,analyze the research status of the sharing economic governance at home and abroad to find out the current consensus of scholars and the deficiency of existing researches,and finally determine the research methods and research route.(2)Clarify the research scope of the sharing economy in this paper and introduce the application of relevant theoretical basis and research methods in relevant researches,which provide experience for reference for this paper.(3)On the basis of previous studies,this paper divided the sharing economy types from the perspective of resource elements and expounded the characteristics of different types of the sharing economy.(4)Analyze the feasibility of idle resources sharing economy's regulation on service outsourcing,explore the moral hazard problem of the third-party supervision platform in the process of service outsourcing,build a evolutionary game model to study the behavior of the government,enterprises and the third party so as to point out the intrinsic influence relationship among them and explore the effective influence of the collusion behavior between the third party and enterprises to the service outsourcing.(5)Identify the attributes of quasi-public goods of resource-based sharing economy based on mass production,determine the government's adoption of PPP based on cooperative governance model between government and enterprise,study the problems of moral hazard of enterprises,and construct incentive outsourcing contracts between government and enterprises.(6)The research results are obtained through numerical simulation analysis of the model,and relevant policy suggestions are put forward from the government level.At the same time,deficiencies in the research and future improvement directions are pointed out in order to provide reference and help for improving the governance effect of the government on the sharing economy.
