Research On Social Security Housing Construction Model In Maanshan City

Housing is the basic condition for human survival and development,and it is the basic premise for people to live and work in peace.But housing as a necessities of high value and high price,not every family can completely rely on its own strength.For low-and middle-income families with housing difficulties,the government must fulfill its housing security duties.The UN Declaration on the Human Rights of Housing states: "Providing a suitable set of housing for the residents with the current level of economic development is an obligation that every government must undertake." The government provides housing security to make up for market defects,which is conducive to achieving housing equity and economic and social inclusive growth.With the deepening of the market-oriented reform process of China's housing system,the role of the market mechanism of housing distribution has increased,and the overall living conditions of urban residents have been greatly improved.However,due to the excessive market orientation of the housing system reform,the quasi-public product attributes of housing have been neglected,and a large number of low-and middle-income people have to solve the housing problem through the market.At the same time,in the context of the rapid advancement of urbanization in China,the contradiction between housing supply and demand is prominent,and the continuous high housing prices have far exceeded the market payment power of low-and middle-income people.“Difficulties in housing” has become one of the “three major livelihood issues” in the new era.To solve the housing problem of ordinary people,it is urgent to play the role of government housing security and vigorously develop housing housing corresponding to the ability of low-and middle-income people to pay.In recent years,all parts of the country have continued to develop housing construction.However,due to the fact that some governments have not developed the qualifications for social security housing,and their development and construction capabilities are limited,they can only rely on the strength of some enterprises with architectural strength to adopt a series of models to build social housing..Maanshan social security housing development on the one hand,housing security supply is strong.The Maanshan Municipal Government has built a total of 59,936 sets of social security housing in 2013-2017,with a total construction area of 5.641 million square meters and a total investment of 32.78 billion yuan.In 2013-2017,a total of 68,882 sets of urban shantytowns were completed,with a transformation area of 6,638,800 square meters.In 2013-2017,Maanshan City accumulated 11,440 sets of monetary subsidies for low-and middle-income housing families,and supported the housing difficulties groups.On the other hand,housing security coverage is wider.From 2012 onwards,the newly-employed workers who have no housing,and the stable employment of migrant workers in urban areas will be included in the government's investment in the construction of public rental housing.However,there are a series of problems due to the social security housing development.First,the guarantee model is relatively simple.In terms of physical security,monetary subsidies are in their infancy.Second,the operational management pressure is relatively large.It is more difficult to retire the object of protection that no longer meets the guarantee conditions.Third,the transformation of urban shantytowns is under great pressure.There are fewer projects in urban shanty towns with mature conditions.Urgently study the appropriate development and construction model.From the point of view of the government,based on the construction of social security housing in Maanshan City,this paper makes a targeted study of the current construction model and a series of problems arising from it,and adopts the forms of document file retrieval and theoretical research.Combined with the social security housing development plan in Maanshan in recent years,To explain the social security housing construction in Maanshan City from the perspective of the basic characteristics of social security housing development,housing development situation and opportunities,problems in Social Security housing development,the annual supply plan of Maanshan City in recent years,and the main task of Maanshan City housing development.We will focus on analyzing the existing pattern of social housing construction and the problems it faces in the process of construction,including the issue of raising funds for social housing development,the imperfect management of social housing development and construction,and the lack of supervision over the mechanism for social housing withdrawal.Then find out the solutions to the above problems for the relevant departments in the future work reference.
