At present,China's economy is facing a critical period of transformation and upgrading.Domestic supply-side structural reform is booming,and the international trade war against the United States should be dealt with.In order to successfully transform the domestic economy and cope with a series of international challenges,it is of great significance to conduct a more in-depth study on the impact of technological innovation on industrial structure.On the whole,the input of technology innovation funds has a positive effect on the output value structure of the secondary and tertiary industries,that is,it can significantly increase the output value ratio of the secondary industry.Among them,the capital investment of experimental development and enterprise capital play a significant role.The human input of applied research and experimental development has a significant impact on the employment ratio of the secondary and tertiary industries,but the human input of applied research makes the employment flow more to the tertiary industry rather than the secondary industry,while the human input of experimental development is the opposite.Foreign capital has a significant impact on the employment structure,which makes the labor flow to the tertiary industry.There are regional differences in the impact of different types of technological innovation inputs on China's industrial structure.The human input of basic research and experimental development in the eastern region promotes the growth of the output value of the secondary industry,and the human input of experimental development plays a bigger and more significant role.The manpower input of experimental development can raise the employment proportion of the second industry relatively.The capital input of the pilot development in the central region and the capital from enterprises can remarkably promote the growth of the output value of the secondary industry.The manpower input of basic research can promote the growth of the output value of the second industry.Government funds and foreign funds have a significant negative impact on the rationalization of the industrial structure in the middle of China,and the negative effect of the government is greater.The human input of applied research has increased the employment proportion of the tertiary industry in western China,while the human input of experimental development has the opposite effect.Among the capital sources of technological innovation,foreign capital can significantly increase the proportion of employment in the tertiary industry in western China.The capital input and enterprise capital of the experimental development in northeast China can significantly increase the proportion of the output value of the secondary industry.The manpower input of experiment development goes against the rationalization of northeast industry structure.Based on the analysis and conclusions of this paper,combined with the current situation of China's development,and in order to develop the second industry,the following specific Suggestions are put forward.The eastern region should invest more manpower in technological innovation for basic research and experimental development.The central region should increase the capital investment of experimental development and rely more on enterprises' own capital for technological innovation.At the same time,the manpower input of technological innovation for basic research should be increased.In order to reduce the adverse impact on the rationalization level of industrial structure in the short term,the central government should reduce the investment in technological innovation.In order to promote the development of the secondary industry,the western region should reduce the manpower input of applied research and increase the manpower input of experimental development.In the capital source of technological innovation,reduce the investment of foreign capital.For the northeast region,we should increase the investment of technological innovation funds for experimental development and rely more on enterprises' own funds for technological innovation.In order to reduce the adverse effect on the rationalization level of industrial structure in the short term,the manpower input of technological innovation for experimental development in northeast China should be reduced correspondingly.
