Rural Space Transformation With Capital Intervention In Nanjing

With rural revitalization and development highly valued,rich and diverse rural transformations model have emerged throughout the country,and capital investment has become an important engine for rural development.The policies have been continuously issued by the state and the government to encourage capital to participate in rural construction.It is expected to mobilize all parties to jointly realize the transformation of rural development.However,space practice projects have gradually exposed some problems.The various ways of advancing operation are on the one hand,and more mainly because the lack of understanding of the nature of capital has affected the long-term and sustainability of rural development.It is the core issue of the paper to rationally observed the spatial effects of rural spatial transformation driven by capital,clarify its internal mechanism,and provide practical and effective countermeasures for rural practice.It starts with the vein of capital intervening in rural development in Nanjing.It is observed that the participation of capital is more and more active,and practice has also evolved from simple environmental remediation to diversified formats.Three typical examples of Gaochun International Slow Lifestyle Vocational Area,Nanjing Baima National Agricultural Science and Technology Park,and Sujia Cultural and Creative Industry Town were selected as empirical objects.It was emphasized to summarize the path and spatial transformation characteristics of capital participation in rural construction,focusing on the source of capital,input channels and benefit sharing.A classification study that carefully depicts the transformation of rural spatial structure,function,and landscape driven by capital.It finds that the rural transformation driven by capital follows the production logic of space restoration,urban capital overflows into rural areas due to excessive accumulation,rural areas are included in the rotation of capital,and rural construction becomes capital invest for the “consumptive built environment” in the secondary cycle.In this process,the three parties of the government,capital,and villagers,show different levels of encouragement and restraint for the presence of capital for their own interests,and they are in constant game and compromise.It is also prone to the transformation of rural space symbolization and imagery when the transformation of the countryside is under the intervention of capital,which is not conducive to the inheritance of rural local culture.The concept of consumerism driven by consumerism is also encroaching on villagers' right to speak in rural society,which may even lead to another deprivation by the city.It is in a difficult situation about the current capitals involvement in rural transformation,such as the issues of the definition of rural values,the sustainable supply of public goods,and the rational sharing of value-added benefits.Mature practices have not yet been formed in institutional design and planning management.It believes that we should first standardize the path of capital entering the countryside from the perspective of top-level design,and formulate rules to frame the spatial boundary of capital expansion.At the same time,we should formulate a differentiated spatial policy to retain the right to development for rural space and formulate a long-term benefit-sharing mechanism to avoid capital to draws excessively on value-added benefits.Secondly,it is adjusted from the perspective of rural planning and construction management,rediscovering rural values,paying attention to public participation and whole-process planning,and giving village collectives and villagers the right to know and decide.
