In order to improve the quantity,quality and efficiency of public goods and services,and to some extent alleviate the government's financial pressure,Public-Private Partnership is widely used in the construction of public goods and service facilities in China.Since 2014,a large number of PPP projects have been implemented and they will enter the construction period and operation period in the foreseeable future.The performance evaluation of PPP projects has not kept pace with the development of the project.There are many problems in terms of theoretical research and practical application,such as the lack of research on process-based performance dynamic evaluation,the low degree of informationization of performance evaluation,and the low efficiency of reuse of existing performance evaluation knowledge.In this context,based on the government perspective,this paper designed performance evaluation information model studied the dynamic evaluation of PPP project based on the characteristics of the BIM integration project life cycle information for the implementation phase of the PPP project(including the project construction period and operation period).Firstly,this paper analyzes related literature about PPP project performance evaluation and the implementation plan of the national demonstration PPP project,and separately screens and constructs the PPP project construction period and operation period index system.Combined with expert research,15 evaluation indicators in the construction stage and 20 evaluation indicators in the operation stage were finally established.The calculation methods of each indicator were explained,and the performance evaluation information that needs to be extracted was confirmed.Secondly,based on the analysis of the storage and delivery mechanism of entity and attribute information in IFC data structure,the construction idea of PPP project performance evaluation information model is proposed.The mapping of PPP project performance evaluation structure index and entity in IFC standard is realized.And then the expression of unstructured indicators of performance evaluation of PPP project based on IFC is realized through the attribute expansion and the performance information model of PPP project is constructed.Finally,the performance evaluation model(material element analysis model)is combined to construct the performance evaluation information of PPP project.The model was validated by case study.Thirdly,the acquisition and reuse of PPP project performance evaluation case knowledge were achieved combined with case-based reasoning technology.The reasoning process of the dynamic case library,the basic framework of the case library and the retrieval process of the two-level search are determined.Through the framework representation method,the 16 performance attributes of the PPP project performance evaluation case were identified.According to the case framework,the storage of cases was realized based on database technology.According to the retrieval process,the case similarity calculation based on MyCBR was realized.Finally,combined with the index system,evaluation information model and dynamic case database proposed above,the process of dynamic evaluation of PPP project performance is analyzed.To realize the automation and visualization of the process,the PPP project performance dynamic evaluation system is designed.Functional requirements,application frameworks,and functional modules were analyzed and designed.
